May 13, 2004
The City Council of the City of Baytown, Texas, met in work session on May 13, 2004, at 6:00
p.m. in the Council Chamber of Baytown City Hall, 2401 Market Street, Baytown, Texas, with
the following in attendance:

The meeting was opened with a quorum present after which the following business was
conducted:
Discuss the rejection of offer to purchase the Ward Road property for East Little League.
City Manager Jackson reviewed the history of the negotiations with the Diocese of Galveston -
Houston and the Scanlan Foundation for the purchase of 15 acres along Ward Road for the
development of new baseball fields. He said that the submission of the earnest money contract,
approved at the April 8, 2004 City Council meeting, had been rejected.
The disparity in the appraisals of the two tracts of land was the basis for the rejection of the offer.
The appraisal commissioned by the City was for $140,000, while that performed for the Scanlan
Foundation valued the property at $260,000.
It was suggested that the East Little League might make up the difference between the City's
offer and the asking price from the Foundation. City Attorney Ramirez opined that, providing
the League paid the money directly to the Foundation, the transaction would be legal.
The 15 acres is composed of two tracts. In response to inquiries, the Foundation is unwilling to
sell each individually. The possibility of having another appraisal performed, to be funded
jointly by both parties was proposed.
Mayor Alfaro informed Council that the Diocese is not willing to negotiate and advised that any
further communications regarding the property be through the Bishop directly.

a. Household Hazardous Waste Collection Day
A PowerPoint presentation of the event was made to Council.
Mike Lester, Director of Health, informed Council that the joint Harris County and City of
Baytown Household Hazardous Waste Collection Event was held on Saturday, March 20, 2004
at 1200 Lee Drive. He said the event was very successful, with the collection of the usual
hazardous waste, recyclables, and, for the first time, electronic waste. With the help of more
than 50 volunteers, 35 tons of hazardous material was collected, including chemicals, paint,
antifreeze, oil and oil filters, tires, propane tanks, car batteries, and even mercury. He said that
although fewer households participated this year, the event was even more productive than in
years past.
b. Trash -Off 2004.
A PowerPoint presentation of the event was made to Council
Mike Lester, Director of Health, informed Council that although inclement weather forced the
Saturday, May 1, 2004 Trash -Off to end early at 11:00 a.m., the event was still deemed
successful, with 662 volunteers participating. He said that 31 roll -off containers were filled and
that 1,170 cubic yards of trash was collected.
