2015 04 14 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN.CRIME CONTROL AND PREVENTION DISTRICT April 14, 2015 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, April 14, 2015, at 4:33 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler Porter Flewellen Samuel Barker Chris Navarre Randall Strong Chris Warford President Vice - President Director Director Director Director Kevin Troller Deputy General Manager Deanie King General Counsel Leticia Brysch Secretary President Wheeler convened the April 14, 2015, Crime Control and Prevention District (CCPD) Board Regular Meeting with a quorum present at 4:33 P.M., all members were present with the exception of Director Coker who was absent. MINUTES a. Consider approving the minutes of the Baytown Crime Control and Prevention District Regular Meeting held on January 13, 2015. A motion was made by Vice President Porter Flewellen and seconded by Director Samuel Barker approving January 13, 2015, CCPD Board Regular Meeting minutes. The vote was as follows: Ayes: Director Samuel Barker, Vice President Porter Flewellen, Director Chris Navarre, Director Dr. Chris L. Warford, President Rikki Wheeler, Director Randall B. Strong Nays: None Other: Director James Coker (Absent) Approved CCPD Board Regular Meeting Minutes April 14, 2015 Page 2 of 4 2. PROPOSED RESOLUTIONS a. Consider a resolution reprogramming funds contained in the Baytown Crime Control and Prevention District's Fiscal Year 2014 -2015 Budget from the Unforeseen / New Initiative account (20601- 99002) to the Elections account (20601- 74070) for expenditures related to election services for the Baytown Crime Control and Prevention District's continuation election to be held on Tuesday, November 03, 2015. City Clerk, Leticia Brysch stated that the reprogramming of the $10,000 funds is necessary to cover the District's costs associated with its joint election agreement with the City of Baytown for election services. A motion was made by Director Samuel Barker and seconded by Director Dr. Chris L. Warford approving Resolution No. 36. The vote was as follows: Ayes: Director Samuel Barker, Vice President Porter Flewellen, Director Chris Navarre, Director Dr. Chris L. Warford, President Rikki Wheeler, Director Randall B. Strong Nays: None Other: Director James Coker (Absent) Approved RESOLUTION NO. 36 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT AMENDING THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT'S FISCAL YEAR 2014 -2015 BUDGET IN ORDER TO REPROGRAM FUNDS FROM UNFORESEEN/NEW INITIATIVES TO ELECTIONS FOR EXPENDITURES RELATED TO ELECTION SERVICES FOR THE DISTRICT'S CONTINUATION ELECTION TO BE HELD ON NOVEMBER 3, 2015; MAKING OTHER REPRESENTATIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. DISCUSSIONS a. Discuss the Baytown Crime Control and Prevention District's election educational materials. President Wheeler stated that agenda item 3.a. would be presented at another meeting. Deputy General Manager Troller stated that the educational material for this agenda item would CCPD Board Regular Meeting Minutes April 14, 2015 Page 3 of 4 be included in a brochure in which the brochure will be available for review by the CCPD Board before the next meeting. Mrs. Brysch stated that there's an item on the June agenda to call the election. 4. REPORTS a. Presentation of the CCPD second quarter Hot Spot and Commercial Vehicle Enforcement (CVE) statistical reports. Chief Dougherty presented the agenda item and stated that the Hot Spot Team made 118 arrests, issued 412 citations, answered 318 calls for service, made 426 traffic stops, made 714 pedestrian contacts, made one (1) DWI arrest, filed 387 charges, and spent 38 hours assisting the special operations unit. In regards to the quarterly report, he stated that the team had 309 arrests, issued 903 citations, answered 1,058 calls for service, made 1,022 traffic stops, made 1,663 pedestrian contacts, made one (1) DWI arrest, and filed 854 charges. Chief Dougherty stated that the Commercial Vehicle Enforcement (CVE) statistical reports were as follows: Officer Woolcock made 18 Level 1 inspections, 129 Level 2 inspections, six (6) hazardous material load inspections, placed 157 vehicles out of service for violations, placed 13 drivers out of service for violations, issued 161 citations for violations, issued 439 warnings for violations, issued six (6) safety decals, issued 26 weight- related citations, and issued 50 weight - related warnings. He stated that Officer Slot made 21 level 1 inspections, 110 level 2 inspections, 11 hazardous material load inspections, placed 105 vehicles out of service for violations, placed one (1) driver out of service for violations, issued 109 citations for violations, issue 349 warnings for violations, issued four.(4) safety decals, issued 20 weight- related citations, and issued 33 weight- related warnings. President Wheeler inquired if there was any progress in Coplogic and the computer linking together. In response to President Wheeler's inquiry, Chief Dougherty stated that he was informed that they were close to a resolution and that the tests were going well. President Wheeler stated that agenda items 4.b. and 4.c. would be considered together. b. Receive the Baytown Crime Control and Prevention District's (CCPD) Revenue and Expenditure Report for the Quarter Ending March 31, 2015. C. Receive the Baytown Crime Control and Prevention District's (CCPD) Quarterly Investment Report for the Quarter Ending March 31, 2015. Finance Director, Louise Richman stated that the sales tax year to date increase over last year was 10.23 %. She stated that the expenditures were trending well and that there's $4,900 left available in supplies. She further stated that $10,000 will be taken from the contingency fund for the election. CCPD Board Regular Meeting Minutes April 14, 2015 Page 4 of 4 Additionally, Ms. Richman stated that the CCPD investment portfolio had just under $308,000 and the average interest rate was .0464 %. 5. MANAGER'S REPORT a. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, June 09, 2015, at 4:30 P.M., in the Baytown City Council Chamber, 2401 Market Street, Baytown, Texas 77520. Deputy General Manager Troller stated that the next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, June 09, 2015, at 4:30 P.M., in the Baytown City Council Chamber. 6. ADJOURN A motion was made by Director Chris Navarre and seconded by Vice President Porter Flewellen adjourning the April 14, 2015, CCPD Board Meeting.
