A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, ADOPTING THE HARRIS COUNTY -WIDE ALL - HAZARD
MITIGATION PLAN; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
WHEREAS, certain areas of the City of Baytown are subject to periodic flooding, hurricanes
and other natural hazards with the potential to cause damages to peoples' properties within the area;
and
WHEREAS, the City of Baytown desires to prepare and mitigate for such circumstances; and
WHEREAS, under the Disaster Mitigation Act of 2000, the United States Federal Emergency
Management Agency (FEMA) requires that local jurisdictions have in place a FEMA- approved
Hazard Mitigation Action Plan; and
WHEREAS, the City Council last adopted its All Hazard Mitigation Plan on July 22, 2010;
and
WHEREAS, every five (5) years, FEMA requires that every community in the United States
submit a revised mitigation plan for federal review and acceptance; and
WHEREAS, the Baytown Office of Emergency Management (OEM) has worked with the
City's Planning and Development Services Department as well as the City's Engineering
Department to create a comprehensive list of mitigation measures that, if funded, would markedly
reduce the impacts on Baytown from the hazards required to be addressed by FEMA; and
WHEREAS, the City's plan is integrated into that of Harris County so that a single document
covering both entities will be submitted; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown, Texas, hereby adopts the
Harris County -Wide All- Hazard Mitigation Plan, which is on file in the office of the City Clerk.
Section 2: That the City Council of the City of Baytown, Texas, hereby vests the
Baytown Emergency Management Coordinator with the responsibility, authority and the means to:
(a) Inform all concerned parties of this action; and
(b) Develop an addendum to this Hazard Mitigation Plan if the City of Baytown's
unique situation warrants such an addendum.
Section 3: That the City Council of the City of Baytown, Texas, hereby appoints the
Baytown Emergency Management Coordinator to assure that the Hazard Mitigation Plan be
reviewed at least annually and that any needed adjustment to the City of Baytown's addendum to
the Hazard Mitigation Plan be developed and presented to the City Council for consideration.
Section 4: That the City Council of the City of Baytown, Texas, hereby agrees to take
such other official action as may be reasonably necessary to carry out the objectives of the Hazard
Mitigation Plan.
Section 5: This resolution shall take effect immediately from and after its passage by the
City Council of the City of Baytown.
