2015 01 20 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT January 20, 2015 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, January 20, 2015, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: John Adkins Vice- President Gerald Baldwin Director Richard Carr Director Adelina Gomez - Abshire Director Maurice Watts Director Robert D. Leiper General Manager Deanie King General Counsel Leticia Brysch Secretary Vice President Adkins convened the January 20, 2015, Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of President Bradley Smith and Director Whittington who were both absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on July 15, 2014. A motion was made by Director Gerald Baldwin and seconded by Director Adelina Gomez - Abshire approving the July 15, 2014, FCPEMSD Board Meeting minutes. The vote was as follows: Ayes: Vice President John Adkins, Director Gerald Baldwin, Director Richard Carr, Director Adelina Gomez - Abshire Nays: None Other: President Brenda Bradley Smith (Absent), Director Maurice Watts (Abstain), Director Kimberlee Whittington (Absent) Approved FCPEMSD Board Meeting Minutes January 20, 2015 Page 2 of 4 2. a. Consider setting the dates, times and location for the Baytown Fire Control, Prevention, and Emergency Medical Services District meetings for 2015. General Manager Leiper presented the agenda item and stated that the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) meetings occurring in 2015 are scheduled for April 21st, June 16th, July 21st, and October 20th. He stated that June is not the first month of a quarter, but a meeting is needed that month for budget purposes. A motion was made by Director Maurice Watts and seconded by Director Adelina Gomez - Abshire approving the 2015 FCPEMSD Board meeting schedule. REPORTS a. Present updates regarding the Baytown Fire Training Field, Phase 2. General Manager Leiper presented the agenda item. He stated that the design of the training building and the classrooms were under way. He further stated that the training field is being utilized by public safety agencies. Director Watts stated that ExxonMobil used the training field for their continuing education training for the medical and rescue teams and it worked out well. Chief Short Blake followed up with updates and stated that they are on the second phase of the training field. He stated that they have received 100% of the drawings for the classrooms with bids going out around mid - February. He stated that the project should be complete by the end of the year to include the metal drill tower and the classrooms. Additionally, he stated that the ladder truck was ordered and will take approximately nine (9) months for delivery. General Manager Leiper requested from Chief Blake a schedule of events at the field to send out to members of the district board. Director Adkins inquired if the Wa1Mart in Chambers County was in the city limits of Baytown and if the City of Baytown received sales and fire taxes from it. General Manager Leiper stated that the Wa1Mart was annexed for limited purpose and that the City did receive sale and fire taxes from there. General Manager Leiper further stated that the City currently receives the taxes FCPEMSD Board Meeting Minutes January 20, 2015 Page 3 of 4 and are not responding in Chambers County as of yet, but they are working on an agreement with Chambers County Mud #1 to contract fire protection to that area. b. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Revenues and Expenditures Report for the Quarter ending December 31, 2014. Finance Director, Louise Richman presented that the Baytown Fire Control, Prevention, and Emergency Medical Services District's Revenues and Expenditures Report for the Quarter ending December 31, 2014. She stated that the sales tax revenue for December was down approximately 10% as compared to December 2013. She stated that in December of 2013, a chemical entity incorrectly recorded paid sales tax to the district and the state comptroller took the money back out in May. She further stated that if there had been no error the sales tax increase would have been right at 9 %. General Manager Leiper stated that because those funds were taken out, May 2015 will have an increase. In regards to the expenditures, Ms. Richman stated that for the first quarter there has been some additional overtime which will balance out for the rest of the year. She stated that the capital line item is going to increase in expenditures for laptops to provide more in house paramedic training; therefore will be a decrease in the expenditures for the medical live shooter training. C. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Quarterly Investment Report for the Quarter ending December 31, 2014. Ms. Richman stated that the investment portfolio is right under $732 thousand. 4. MANAGER'S REPORT a. Reminder that the next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for April 21, 2015, at 4:30 P.M. in the Baytown Conference Room, City Hall, 2401 Market Street, Baytown, Texas. General Manager Leiper stated that the next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for April 21, 2015, at 4:30 P.M. in the Baytown Conference Room, City Hall, 2401 Market Street, Baytown, Texas. During further discussion, General Manager Leiper stated that about 40% of sales tax is funded by nonresidents to fund service and with this board's management of the funds eliminates the pressure of bond issues. He stated that in November 2015 the sales tax comes up for renewal and an election will be called in August. 5. ADJOURN A motion was made by Director Maurice Watts and seconded by Director Gerald Baldwin adjourning the January 20, 2015, FCPEMSD Board Meeting.
