2015 01 13 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT January 13, 2015 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, January 13, 2015, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler Porter Flewellen Samuel Barker James Coker Chris Navarre Randall Strong Chris Warford Robert D. Leiper Deanie King Leticia Brysch President Vice - President Director Director Director Director Director General Manager General Counsel Secretary President Wheeler convened the January 13, 2015, Crime Control and Prevention District (CCPD) Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director Strong who arrived at 4:32 P.M. 1. MINUTES a. Consider approving the minutes of the Crime Control and Prevention District Regular Meeting held on October 14, 2014. A motion was made by Director Samuel Barker and seconded by Director Dr. Chris L. Warford approving the October 14, 2014, CCPD Board Regular Meeting minutes. The vote was as follows: Ayes: Director Samuel Barker, Director James Coker, Vice President Porter Flewellen, Director Chris Navarre, Director Dr. Chris L. Warford, President Rikki Wheeler Nays: None Other: Director Randall B. Strong (Not Present for Vote) Approved CCPD Board Regular Meeting Minutes January 13, 2015 Page 2 of 4 2. a. Consider setting the time, date and location of the Baytown Crime Control and Prevention District Meetings for the 2015 Calendar year. General Manager Leiper presented the agenda item and stated that the CCPD Board 2015 meetings are scheduled for Tuesday, April 14th, June 9th, July 14th, and October 13th. He further stated that all meetings will be held in the City Council Chamber, City Hall, 2401 Market Street, at 4:30 P.M. A motion was made by Director Dr. Chris L. Warford and seconded by Director Samuel Barker approving the CCPD Board 2015 meeting schedule. The vote was as follows: Ayes: Director Samuel Barker, Director James Coker, Vice President Porter Flewellen, Director Chris Navarre, Director Dr. Chris L. Warford, President Rikki Wheeler, Director Randall B. Strong Nays: None Approved 3. REPORTS a. Presentation of the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE) statistical report. Chief Dougherty presented the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE) statistical report for the first quarter of the year. In regards to the stats for December 2014, he stated that the Hot Spot Unit had 119 arrests, issued 254 citations, answered 677 calls, had 294 traffic stops, had 628 pedestrian contacts, had five (5) DWI's, and filed a total of 275 charges. In regards to the Fourth Quarter Hot Spot Stats 2014, he stated that they had 300 arrests, issued 691 citations, answered 1,990 calls, had 828 traffic stops, had 1,652 pedestrian contacts, had eight (8) DWI's, and filed a total of 731 charges. In regards to the CVE stats for the first quarter of 2015, Chief Dougherty stated that Officer Woolcock had 18 level one inspections, 155 level two inspections, nine (9) hazardous material load inspections, put 199 vehicles out of service, put five (5) drivers out of service, issued 198 citations for violation, issued 581 warnings for violation, issued five (5) safety decals, issued 36 weight related citations, and issued 67 weight related warnings. He stated that Officer Slot had 14 level one inspections, 63 level two inspections, had one hazardous material load inspection, put 58 vehicles out of service, issued 77 citations for violation, issued 206 warnings for violation, issued five (5) safety decals, issued 13 weight - related citations, and issued 26 weight related warnings. CCPD Board Regular Meeting Minutes January 13, 2015 Page 3 of 4 b. Present an updates regarding the police equipment and software funded in the FY 2013 -14 CCPD Budget. Chief Dougherty presented the updates regarding the police equipment and software funded in the FY 2013 -14 CCPD Budget. He stated that last year CCPD provided funds to get COP Logics, an online police reporting system, going and that it is currently under test reports. He stated that they've been working with the GIS on locations within the city limits and IT related issues with hopes to have the test completed by the end of the week so that they can move forward with having the system in full operation by the middle of February. He stated that they will provide education and outreach information which will help citizens file reports, complaints, and KIMONO" Chief Dougherty stated that they will look into funding sources for body cameras as they continue to do demo sessions with various brands to determine which one to purchase. He stated that there's a brand that has yet to be demonstrated that they will more than likely purchase due to its versatility and replacement warranty. C. Receive the Baytown Crime Control and Prevention District's (CCPD) Revenue and Expenditure Report for the Quarter Ending December 31, 2014. Finance Director, Louise Richman presented the update on the Baytown Crime Control and Prevention District's Revenue and Expenditure for the Quarter Ending December 31, 2014. She stated that the sales tax revenues were up over 7% and that the expenditures were on target. In regards to expenditures, she stated that the wearing apparel was in the process of being purchased, all of the MDT's were purchased, and the ballistic panels had not been ordered. d. Receive the Baytown Crime Control and Prevention District's (CCPD) Quarterly Investment Report for the Quarter Ending December 31, 2014. Ms. Richman presented the agenda item and stated that the portfolio was at $225,000 with an interest rate of .0324 %. 4. MANAGER'S REPORT a. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, April 14, 2015, at 4:30 P.M., in the Baytown City Council Chamber, 2401 Market Street, Baytown, Texas 77520. General Manager Leiper presented the agenda item and stated that the next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, April 14, 2015. Due to General Manager Leiper's retirement, he state that this would be his last meeting and that Mr. Ron Bottoms will be Acting General Manager effective March 01, 2015. He further stated that his retirement reception would be on Friday, February 27, 2015 from 3:00 P.M. to 5:00 P.M. at the Community Center. Additionally, he stated that the CCPD is up for renewal for another five (5) year period. General Manager Leiper requested that there be an agenda item for April to approve the educational information for CCPD. 5. ADJOURN A motion was made by Director Samuel Barker and seconded by Director Dr. Chris L. Watford adjourning the January 13, 2015, CCPD Board Regular Meeting. The vote was as follows: Ayes: Director Samuel Barker, Director James Coker, Vice President Porter Flewellen, Director Chris Navarre, Director Dr. Chris L.
