The City Council of the City of Baytown,Texas,met in a Regular Work Session on
Thursday,August 12,2010 at 4:33 P.M.in the Council Chamber of the Baytown City
Hall,2401 Market Street,Baytown,Texas with the following in attendance:

Council Members Caskey and McCartney were absent from the August 12,2010 Regular
Work Session.
Mayor DonCarlos convened the August 12,2010,City Council Regular Work Session
with a quorum present at 4:33 P.M.
1.DISCUSSION
a.Baytown Housing Study Phase 1 -Administration.
City Manager,Garry Brumback presented the agenda item and stated that the objective of
this report is to perform an independent and comprehensive analysis of the housing
market in Baytown.The report consists of two phases.
Phase I used an online employee survey to determine answers to specific questions
regarding housing stock,choices,preferences,views of Baytown of local employees,
while the second part of the report dealt with windstorm and building code analysis.
Phase 2,which hasnot taken place yet,will perform and analyze the overall potential for
market acceptance of higher priced homes and evaluate the economic impact of the
change based on results of Phase I.

Mr.Brumback introduced Mr.Charlie Salino to present the report on behalf of CDS.Mr.
Salino stated that CDS was approached by the Economic Development Foundation to
look into Baytown commercial activities in 2008;at that time CDS recommended the
improvement ofcommercial and retail offerings,such as higher valued homes.
The current recommendations arethe result ofan online survey of people who work in
Baytown both residents and non-residents.Mr.Salino indicated that the windstorm
construction standard was aconcern for some residents.A survey was donefrom some
construction companies with results that it would cost about $6000 to $12,000 ($5 per sq.
ft.)of increase to reach the 130 mph windstorm standard.
Council Member Sain asked if a decrease in the insurance premium would help offset
some of the cost in regards to the windstorm.Mr.Salino stated that when asked that of
the insurance companies,the response was no.Mr.Salino indicated that the overall
summary is that there is demand for higher end homes in Baytown,and of the people
who might be considering buying a new home in the next 1-2 years,240 persons will
consider a $200,000 new home in Baytown and 650 would not consider Baytown.Mr.
Salino also indicated that a higher windstorm standard will have a negative effect on the
housing affordability in Baytown.
Mr.Salino stated that in Phase 2 the task will be to conduct at least three focus groups on
issues related to increasing home prices,to develop strategic recommendations for
actions to encourage and require some higher priced homes,and determine ranges of
future home sales based on the implementation of the strategic recommendations.
Council Member Sheley suggested having the survey brought to the people that live in
Baytown with an income of $86,000 and below with possible help from other city
organizations.Mr.Salino stated that the survey was to capture responses from people
who work in Baytown with higher end pay,but don't live in Baytown.
Council Member Capetillo suggested getting a dialogue of what retailers would like to
see that would draw their interestin developing in Baytown and for the City to work
closely with the school district,being the schools was another point of interest in people
moving to Baytown.
Mayor DonCarlos directed staff to move forward with the second phase of this survey.
2.APPOINTMENTS
a.Baytown Area Water Authority -City Clerk.
City Manager,Garry Brumback presented the agenda item to consider (2)reappointments
to the Baytown Area Water Authority and stated that John Sandhop and Brenda Bradley
Smith terms is set to expire on August 31,2010 and they desire to serve another two year
term beginning on September 01,2010,and ending on August 31,2012.

b.Bay town Crime Control and Prevention District -City Clerk.
City Manager,Garry Brumback presented the agenda item to consider (3)reappointments
and (2)vacancies to the Baytown Crime Control and Prevention District an stated that
Samuel Barker,Bob Goolsby,and Rikki Wheeler terms is set to expire on August 31,
2010 and desire to serve another two year term beginning on September 01,2010 and
ending onAugust 31,2012.Carl Brandon,who is a District 2 appointment;does not
desire to be reappointed,which leaves (2)vacancies on the board;the other vacancy is
Ms.Deborah Kaye Gutierrez who was appointed by the Mayor.
City Manager,Garry Brumback requested to put this item on the next agenda for action.
c.Baytown Fire Control,Prevention,and EMS District -City Clerk.
City Manager,Garry Brumback presented the agenda item to consider (3)reappointments
and (1)vacancy to the Baytown Fire Control,Prevention,and Emergency Medical
Services District and stated that John Adkins,Brenda Bradley Smith,and Lovella
Desormeaux terms is set to expire on August 31,2010 and desire reappointment.Earl
Wurzbach term is set to expire on August 31,2010 and no longer resides within the city
limits leaving (1)vacancy on this Board.
d.Baytown Tax Increment Reinvestment Zone No.One and Baytown
Redevelopment Authority -City Clerk.
City Manager,Garry Brumback presented the agenda item to consider (3)reappointments
to the Baytown Tax Increment Reinvestment Zone No.One and the Baytown
Redevelopment Authority and stated that Gilbert Santana,and Johns Strausser terms set
to expire on August 31,2010 and desire to serve another two year term beginning on
September 01,2010 and ending on August 31,2012.Judy Dubose term is set to expire on
August 31,2010 and does not desire to be reappointed.
Mayor DonCarlos requested that the City Clerk contact Ms.Dubose regarding her
reappointment as he understood that she did want reappointment.
e.Parks and Recreation Advisory Committee -City Clerk.
City Manager,Garry Brumback presented the agenda item to consider (2)reappointments
to the Parks and Recreation Advisory Committee and stated that Howard Hunt and Kevin
Jones terms are set to expire on August 31,2010 and desire to serve another three (3)
year term beginning September 01,2010 and ending August 31,2013.
