2010 07 22 WS MinutesMINUTES OF THE REGULAR WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN July 22,2010 The City Council of the City of Baytown,Texas,met in a Regular Work Session on Thursday,July 22,2010 at 5:05 P.M.in the Council Chamber of the Baytown City Hall, 2401 Market Street,Baytown,Texas with the following in attendance: Brandon Capetillo Council Member Lynn Caskey Council Member David McCartney Council Member Terry Sain Council Member Scott Sheley Council Member Stephen DonCarlos Mayor Garrison C.Brumback City Manager Bob Leiper Deputy City Manager Kevin Troller Assistant City Manager Ignacio Ramirez City Attorney Leticia Garza City Clerk David Alford Captain Council Member Renteria was absent from the July 22,2010,City Council Regular Work Session. Mayor DonCarlos convened the July 22,2010,City Council Regular Work Session with a quorum present at 5:05 P.M. 1.DISCUSSION a.Brunson Theater -City Council. City Manager,Garry Brumback presented the agenda item to discuss the status and future of the Brunson Theater and stated that Asbestos abatement and structural repairs have been made to the Brunson Theater with studies,assessments,and reports done for over a 10 year period.Mr.Brumback stated that the three options from Carnes Engineering are to: 1)Demolition at $133,163.00, 2)Refurbishing at $580,952.00,and 3)Demolition (Salvage the front Facade)at $174,413.00 Page 2 of 3 Minutes of the July 22,2010 City Council Work Session Council Member Sheley presented a book that included some of the City of Baytown's historical buildings and stated that funding sources for this include the HOT Tax and the MDD. Council Member McCartney inquired about the possibility of covering the building now until a decision is made. City Manager,Mr.Brumback stated that according to Carnes Engineering report,the estimated cost of repairs are $100,000.00 for structural repairs and $110,000.00 for a new roof which would secure it and stop the deterioration,but it would not be habitable. Council Member Capetillo inquired about what other cities used as a funding source for this type of challenge and what partnerships were made for the operations of the facility. Council Member Caskey suggested having as many public meetings as necessary due to the citizens voted to decline using their tax dollars toward Texas Avenue in 2007. Mayor DonCarlos stated that he asked the City Manager to contact Lee College regarding a survey by students of the college as to what they are interesting in seeing and attending on Texas Avenue in regards to venues and residential services.Mayor DonCarlos also requested that administration bring funding sources to the second meeting in August for Council to view,to see a more specific plan for the building,and to see other estimates on the options presented. b.Proposed Taxicab Ordinance Amendments -City Clerk. City Manager,Garry Brumback presented the agenda item to discuss proposed amendments to the Taxicab Ordinance. Ms.Leticia Garza,the City Clerk,stated that at this time there is a requirement for a taxi cab permit and a taxi cab operators permit and we are recovering the cost for the taxi cab permit butnot the operators permit.Ms.Garza stated that these changes are proposed to align the taxicab permit with the tow truck permit for a more efficient administrative process and enforcement and the fee changes are recommended to recover the cost of processing the operator's licenses,which is applied in conjunction with the taxi vehicle permit,but has no fee associated with it. The proposed amendments to the Taxicab Ordinance are as follows: 1.align the permit to the fiscal year versus the calendar year, 2.add the placement of an inspection sticker to each permitted vehicle for enforcement,and 3.amend the fee schedule to include a flat fee of $25.00 per operator license. Page 3 of 3 Minutes of the July 22,2010 City Council Work Session Current taxicab permit holders were notified of the proposed amendments and allowed to submit comments to the City Clerk's Office by Thursday,July 15,2010 and one permit holder submitted comments. Mr.Caskey suggested that standards be more rigorous and since these are commercial vehicles,they should be inspected by the City.Ms.Garza stated that currently the taxi cabs are being inspected by Mr.Robert Rios of the police department and not the commercial vehicle units as they only deal with the tow trucks. 2.ADJOURN Mayor DonCaiios adjourned the July 22,2010,City Council Regular Work Session at 6:20 P.M. .eticia Garza/Oity'Clej City of Baytown
