The City Council of the City of Baytown,Texas,met in a Regular Work Session on
Thursday,July 08,2010 at 5:30 P.M.in the Council Chamber of the Baytown City Hall,
2401 Market Street,Baytown,Texas with the following in attendance:

Mayor DonCarlos convened the June 10,2010,City Council Regular Work Session with
a quorum present at 5:30 P.M.
1.DISCUSSION
a.City of Baytown Crime and Traffic Safety Statistics Update -
Administration.
Chief Dougherty presented the City of Baytown Crime and Traffic Safety Statistics and
stated that due to the increase in geography,population,advances in technology,and the
annexation of I-10 in 2008,crime is up,but offender arrests are up as well.Chief
Dougherty indicated that through the creation of the Crime Control Prevention District
(CCPD)"Hot Spot"and additional CVE enforcements,resources have been utilized to
target problem areas and tackle quality of life issues.Chief Dougherty stated that some of
the new apartment complexes can create issues for police,but,considering the growth in
population,the PD is managing well.

Mr.McCartney recommended that target strategies be taken to address the increase in
thefts and burglaries.Chief Dougherty reported that many of the arrests being made are
of theft suspects and that BPD is revitalizing programs which are already in place,such
as the Neighborhood Watch program.Additionally,other resources are being utilized
such as the community service officers,who educate others on crime prevention,
technology systems,such as surveillance equipment,and a crime analyst,who is involved
with participating in predicting targeted crime areas.Chief Dougherty indicated that
investigators and officers will be cross-trained to effectively use and reference the Crime
Stoppers Program when they are talking with others.
Mr.Sheley recommended that each Council member receive a crime report pertaining to
their respective district and that Channel 16 be utilized as a tool of communication
between community activists and the police department regarding crime prevention.
Mr.Renteria inquired about officer patrols and the sub-station inDistrict 1.Chief
Dougherty stated that there are (10)districts with a minimum of one officer patrolling
each district.Chief Dougherty indicated that while the sub-station is manned by officers,
it is nota point where citizens reports calls;however,the police department may be
contacted any time someone wants additional patrols in a given area.Chief Dougherty
stated that the COPS program is working well and that the students are writing out
citations for handicap parking violations.
Chief Dougherty stated that overall traffic accidents are down and attributed the decrease
to ongoing traffic patrols and commercial vehicle enforcement activity.Chief Dougherty
also stated that the police department is participating in more state-wide programs which
helps augment efforts on I-10 and in other areas by supplying additional manpower from
other jurisdictions,such as DPS and Harris County.As requested by Council,Chief
Dougherty presented information regarding rear-end accidents and provided the
following regarding red light camera violations:
1.Every violation that is mailed is examined and reviewed by a Baytown Police
Officer before it is mailed to a citizen.
2.Every violation for which a citizen requests a hearing is reviewed a second time
by a Baytown Police Officer;the Officer then schedules the Administrative
Hearing,if the violation is not dismissed after the secondary review.
Chief Dougherty presented information comparing the cost and manpower required to
station patrol officers at a red light instead of thered light camera.He demonstrated that
a minimum of three (3)officers would be required to safely cover a red light intersection
and provide the same level of service provided by the red light camera system.The cost
to man or patrol (9)intersections for one 12-hour shift is approximately $2,579,985.
b.Baytown Housing Authority Replacement of Archia Courts -Administration.

City Manager.Garry Brumbaek presented the agenda item discussing the Baytown
I lousing Authority's replacement of Archia Courts.
Executive Director of the Baytown I lousing Authority (BilA),Ms.Joyce Young,
presented a request for funds to replace 58 units of the Archia CourtsApartments.
During the discussion.Centerpoint consultant,Mr.Art Schuldt.staled that the BHA is in
negotiations to sell 58 unils of the Archia Courts development to Exxon Mobil,and to
complete the sale,BI1A must have the financial abilityto replace each unit on aone-for-
onc basis,lie went on to say that leveraging the Low-Income Housing Tax Credit
(LIIITC)is the most viable method to accomplish the replacement.Mr.Schuldt
indicated that funding from Exxon will cover approximately 20%of the total cost to
replace the unils and that the ideal plan is to put everything on the site located onNazro
Road.During the discussion.Mr.Schuldt slated that the currenttenants will beplaced in
one of the new facility units.Residential eligibility standards for new tenants will be
required and neither CDGB funds nor tax dollars are being requested,lie concluded by
slating that the City of Baytown staffwill have approval of the design appeal of the units.
