The City Council of the City of Baytown, Texas, met in a Regular Work Session on
Thursday, May 13, 2010 at 5:03 P.M. in the Council Chamber of the Baytown City Hall,
2401 Market Street, Baytown, Texas with the following in attendance:

Council Member Caskey was absent from the May 13, 2010 City Council Regular Work
Session.
Mayor DonCarlos convened the May 13, 2010, City Council Regular Work Session with
a quorum present at 5:03 P.M.
1. DISCUSSION
a. Discuss the Parks and Green Space Master Plan Update - Parks and
Recreation.
City Manager, Garry Brumback presented the agenda item and stated that Halff and
Associates was retained to compile the update to the City of Baytown Parks and Green
Space Master Plan and this work session provides an opportunity for them to share their
research thus far and to receive feedback and direction for Council.

Scott Johnson, Parks and Recreation Director, introduced Halff and Associates Parks
Director, Jim Carrillo, to provide the update. Mr. Carrillo stated that the master plan
documents includes finding a central park in the community and more park land on the
bay front, upgrading an athletic facility, develop trails, open land space along the bayou,
develop an indoor recreation center, adding parks in growing areas, develop a downtown
plaza park and large play scape, and upgrade the nature center information. Mr. Carrillo
also staled that after the final design approval, a copy will reside at the Parks and Wildlife
which will be support documents when applying for grants. Mr. Carrillo indicated that
renovations to existing parks is included in the master planning process and more
information in the park land dedication will be brought to Council.
b. Discuss Old San Jacinto Hospital Decker Campus Development Project -
Administration.
City Manager, Garry Brumback introduced Ed Beckham, with the development group, to
update City Council and the public on the plans and status of the redevelopment project
at the old San Jacinto Hospital Decker Campus, Mr. Beckham stated that in June 2007
they raised a $5.8M tax exempt bond (The Bond Anticipation Note) for the acquisition of
the hospital, the architecture and planning, operational costs, interest pre -paid and
operation of security. Mr. Beckham indicated that the plan is to have independent living,
assisted living, and Alzheimer's care in this facility. After being referred by HUD in
December 2009, to a new HUD program called "LEAN ", another application had to be
submitted. In April 2010, HUD gave the market acceptance to move forward and a firm
application will be submitted by July 31" with expectations of having funds in December
for construction. The initial was bid was for $27M and is now at $19M.
2. APPOINTMENTS
a. Baytown Industrial Appraisal Review Board - City Clerk.
City Manager, Garry Brumback stated that members Ronn Haddox, David A. Sherron
and Chet Theiss have agreed to serve if reappointed for another one year term.
