The City Council of the City of Baytown,Texas,met in a Regular Work Session on
Thursday,March 25,2010 at 4:30 P.M.in the Council Chamber of the Baytown City
Hall,2401 Market Street,Baytown,Texas with the following in attendance:

Mayor DonCarlos convened the March 25,2010,Regular Work Session of the City
Council with a quorum present at 4:30 P.M.
1.DISCUSSION
a.Discuss possible merge of EMS and Fire.
Mayor DonCarlos requested that Council inform him ahead of time in writing when (3)
Council Members agree to place an item on the agenda for discussion.
City Manager,Garry Brumback presented the agenda item and Council Member Caskey
opened the discussion of a possible merge of the Emergency Medical Services (EMS)
and the Fire Department.
Mayor DonCarlos suggested that more research be done on the legal liability,long term
effects,and information from other cities with experience in merging the two.During
discussion requests were made that during the analysis process the duties of each unit
alongwith its protocol be specified.

b.Youth Survey Recognition -Council Member Shclcy.
Mr.Mike Flinn presented the agenda item and gave Council anupdated results from
the Youth Advisory Commission (YAC)Student Survey regarding City-wide issues.
Ms.Kristie Kenny andMr.Jose Garcia,YAC representatives presented the suggestions
from the YAC survey that included:(1)more blue light systems for safely at the parks;
(2)the ability to better communicate with advisory coordinator on lacebook,twitter,or
myspace;(3)facilities such as lazertag and paint ball;(4)more restaurants;and (5)teen
focused clothing stores.
The Mayor suggested that restrictions be removed to open the line of communication and
access to facebook,twitter,and myspace.Council Member Ycpcz suggested a teencenter
for the youth and recommended that this itembe discussed at the next Citizen's Bond
Advisory Committee (CBAC)meeting.
