The Board of Directors of the Baytown Municipal Development District (MDD)met in a
Regular Meeting on Thursday,June 03,2010,at 4:32 P.M.in the Council Chamber of the
Baytown City Hall,2401 Market Street,Baytown,Texas with the following in
attendance:

MDD Board Regular Meeting.
President DonCarlos convened the June 03,2010,MDD Board Regular Meeting witha
quorum present at 4:32 P.M.
1.MINUTES
a.Approve the Minutes of the Baytown Municipal Development District
(MDD)Board Regular Meeting held on May 06,2010.
A motion was made by Director McCartney,seconded by Director Hernandez approving
the minutes from the May 06,2010,Municipal Development District (MDD)Board
Regular Meeting.The vote was as follows:
Ayes:Directors:Capetillo,Caskey,Linares,McCartney,
Hernandez,and President DonCarlos
Nays:None

The motion passed.
2.PROPOSED RESOLUTIONS
a.Baytown Municipal Development District's Investment Policy and Strategy -
Finance.
City Manager,Garry Brumback presented the agenda item and stated that the Baytown
Municipal Development Districts'Investment Policy is beingsubmitted for review and
approval in accordance with the Public Funds Investment Act Section 2256-005 (e)and
2256-005 (f).The changes to the policy are as follows:
Authorized Investment Officials and the Statement of Ethics and Conflicts of Interest
with the names of the new authorized investment officials:
•Cynthia Pearson,City of Baytown Director of Finance
•Margie Grimes,City of Baytown Assistant Director of Finance
•Genie Ginzel,City of Baytown Treasurer
A motion was made by Director Capetillo,seconded by Director McCartney approving
Resolution No.146.The vote was as follows:
Ayes:Directors:Capetillo,Caskey,Linares,McCartney,Sain,
Hernandez,and President DonCarlos
Nays:None
The motion passed.
RESOLUTION NO.146
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT ADOPTING
THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT'S
INVESTMENT POLICY AND INVESTMENT STRATEGY IN
ACCORDANCE WITH THE PUBLIC FUNDS INVESTMENT ACT;
AND PROVIDING FORTHE EFFECTIVE DATE THEREOF.
3.REPORTS
a.Present Economic Development Quarterly Report -Administration.
City Manager,Garry Brumback presented the agenda item and Mr.B.J.Simon presented
the Baytown Municipal Development District (MDD)Second Quarter Report from the
Baytown West Chambers County Economic Development Foundation.Mr.Simon stated

that the main focus of the foundations recruitment efforts focused on industrial
businesses anddevelopment;this type of recruitment brings large amounts of money to
the area,but becauseof the type of industry provides few jobs.Mr.Simon also stated
that the Foundation has assisted with bringing new retail and restaurant businesses to (lie
area as can be seen through the opening of new businesses along the I-10 and Garth Road
area.The Foundation has also assisted in the Baytown Youth Survey,contacts and site
visits for potential businesses and witli informational tables at marketing and real estate
conferences.
Mr.Simon answered questions from the Directors as it related retail opportunities,the
San Jacinto Mall and its possible redevelopment,marketing and promotional tables at
regional,state and national economic development conferences and housing development
changes and opportunities.
Director Hernandez recommended talking with the business owners and recommend to
them tearing down and restructuring a new building instead of tearing down and leaving a
vacant lot.
b.Receive Monthly Sales Tax Report-Finance.
Finance Director,CynthiaPearson presented the Baytown Municipal Development
District monthly sales tax report and slated that compared to 2009 funds are behind,
which was projected due to Hurricane Ike and the board will be notified if there are
concerns.
4.ADJOURN
A motion was made by Director Hernandez,secondedby Director Sain adjourning the
June 03,2010,MDD Board Regular Meeting.The vote was as follows:

Sheley.Tillis,Hernandez,and President DonCarlos
Nays:None
The motion passed.
President DonCarlos adjourned the MDD Board Regular Meeting on June 03,2010,at
4:50 P.M.
