2010 04 27 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION AND EMERGENCY MEDICAL SERVICES DISTRICT April 27, 2010 The Board of Directors of the Baytown Fire Control, Prevention and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, April 27, 2010 at 4:30 P.M., in the Hullum Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: John Adkins Gerald Baldwin Lovella Desormeaux Ryan Hightower Earl A. Wurzbach Maurice Watts Garrison C. Brumback Robert D. Leiper Ignacio Ramirez, Sr. Leticia Garza Director Director Director Director Director President General Manager Deputy General Manager General Counsel Secretary Director Smith was absent from the April 27, 2010, FCPEMSD Regular Meeting. President Watts convened the April 27, 2010, FCPEMSD Regular Meeting with a quorum present at 4:30 P.M. 1. MINUTES a. Approve the Minutes of the Fire Control, Prevention and Emergency Medical Services District (FCPEMSD) Board Regular Meeting on January 19, 2010. A motion was made by Director Adkins, and seconded by Director Hightower approving the minutes from the January 19, 2010 FCPEMSD Board Regular Meeting with corrections. The vote was as follows: Ayes: Directors: Adkins, Baldwin, Desormeaux, Hightower, Wurzbach and President Watts Nays: None The motion carried. Page 2 of 3 Minutes of the April 27, 2010 FCPEMSD Board Regular Meeting 2. REPORTS a. Fire Training Field Update - Fire. Fire Chief, Shon Blake presented an update on the Fire Training Field and stated that the first incremental phase of Phase I is estimated at $1.5 million dollars in a five (5) years period for the training field. Chief Blake also indicated that the first incremental phase will include a portion of the main drive, a one (1) story residence with two (2) burn rooms, a confined trench rescue, an area for a vehicle and an old barn that can be remodeled for storage and classroom usage. b. Engine 3 Update - Fire. Fire Chief, Shon Blake presented an update on Engine 3 and stated that it is on target of being complete in October. C. Emergency Medical Services Update - Health and EMS. Health and EMS Director, Mike Lester presented the Emergency Medical Services update and stated that the call volume for EMS has increased from two (2) ambulances and twelve (12) staff members in 1986 to now having three (3) MICU ambulances and twenty -one (21) members of staff. Mr. Lester stated that in fiscal year 2009 expenditures were a little under $2M and revenues were at $1.2M with anticipation of increasing in 2010 due to the diligent in -house billing efforts. Mr. Lester indicated that EMS is projected to receive two (2) ambulances this year and focuses on providing quality and innovation along with increasing public relations through trainings and programs. d. FCPEMSD Revenue and Expenditure Report - Finance. Finance Director, Cynthia Pearson presented the update on the Baytown Fire Control, Prevention, and Emergency Medical Services District's revenues and expenditures report and stated that even with the anticipated drop in revenues primarily due to the high sales tax revenues of 2009, due to Hurricane Ike, the funds are ok and staff has no concerns at this time. 3. BUSINESS ITEMS a. Set Time, Date and Place for Next FCPEMSD Board Meeting - Secretary. The next FCPEMSD Board Meeting is scheduled for Tuesday, June 29, 2010, at 4:30 P.M. in the City Council Chambers located in Baytown City Hall, 2401 Market Street. A motion was made by Director Wurzbach, seconded by Director Desormeaux scheduling the next meeting for June 29, 2010, at 4:30 P.M.
