The Board of Directors of the Baytown Fire Control, Prevention and Emergency Medical
Services District (FCPEMSD) met in a Regular Meeting on Tuesday, January 19, 2010 at 4:30
P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas
with the following in attendance:

President Watts convened the January 19, 2010, Regular Meeting with a quorum present at 4:30
P.M.
The new Director, Ryan Hightower was introduced and welcomed to the FCPEMSD.
1. MINUTES
a. Approve the Minutes of the Fire Control, Prevention and Emergency Medical
Services District (FCPEMSD) Regular Meeting on October 27, 2009.
A motion was made by Director Smith, and seconded by Director Wurzbach approving the
minutes from the October 27, 2009, Regular FCPEMSD Meeting. The vote was as follows:
Ayes: Directors: Adkins, Baldwin, Desormeaux, Hightower, Smith,
Wurzbach and President Watts
Nays: None
The motion carried.

a. Fire Station No. 6 Groundbreaking - Fire.
Fire Chief, Shon Blake presented an update on Fire Station #6 and the groundbreaking ceremony
to be held on January 20, 2010, at 4:30 p.m. Chief Blake indicated that the expectation is to have
service up and running in October. Mr. Brumback stated that Fire Station #6 will support the
northeast entering into Pinehurst. Mr. Brumback also stated that the coordination with Texas
Department of Transportation to provide emergency vehicle flashing lights is in process, and
once the connection of the intersection at 146 and Grand Parkway is in place, the plan is to
synchronize it.
b. Replacement Purchase of E -3 (Engine 3) Update - Fire.
Assistant Chief Bill Baylis presented a status update on the purchase of a new fire engine to
replace Engine 3 and stated that Engine 3 was funded by Fire Control and Engine 6 from the
bond election. Assistant Chief Baylis stated that preconstruction on both trucks is expected for
March or April and delivery in October.
C. FCPEMSD Revenue and Expenditure Report - Finance.
Assistant Finance Director, Andrea Deaton presented an update on the Baytown Fire Control,
Prevention, and Emergency Medical Services District's revenues and expenditures.
Ms. Deaton stated that the revenue is sales tax driven and a little under budget which was
expected due to the recovery from Ike. Ms. Deaton indicated that the fire truck is funded from
the capital replacement fund with half coming out of this budget and the other half budgeted for
next year. Ms. Deaton stated the EMS equipment takes a little longer to purchase so their report
is lagging.
3. BUSINESS ITEMS
a. Set the time, date and place for the next FCPEMSD Board meeting.
President Watts set the time, date and place for the next FCPEMSD Board meeting for Tuesday,
April 27, 2010, at 4:30 p.m. in the City Council Chamber located in Baytown City Hall, 2401
Market Street.
A motion was made by Director Hightower, seconded by Director Adkins scheduling the next
meeting for April 27, 2010, at 4:30 P.M. The vote was as follows:

A motion was made by Director Hightower, seconded by Director Desormeaux adjourning the
January 19, 2010, FCPEMSD Regular Meeting. The vote was as follows:
