2014 07 15 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT July 15, 2014 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, July 15, 2014, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith John Adkins Gerald Baldwin Lovella Desormeaux Adelina Gomez - Abshire Kimberlee Whittington Robert D. Leiper Ignacio Ramirez, Sr. Leticia Brysch President Vice - President Director Director Director Director General Manager General Counsel Secretary President Bradley Smith convened the July 15, 2014, Fire Control, Prevention, acid Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director Maurice Watts who was absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on June 17, 2014. A motion was made by Director Gerald Baldwin and seconded by Director Lovella Desormeaux approving the June 17, 2014, FCPEMSD Board Regular Meeting minutes. The vote as follows: Ayes: Vice President John Adkins, Director Gerald Baldwin, President Brenda Bradley Smith, Director Lovella Desormeaux, Director Adelina Gomez - Abshire, Director Kimberlee Whittington Nays: None Other: Director Maurice Watts (Absent) Approved FCPEMSD Board Meeting Minutes July 15, 2014 Page 2 of 6 2. PUBLIC HEARINGS a. Conduct a public hearing to consider the Baytown Fire Control, Prevention, and Emergency Medical Services District 2014 -15 Proposed Budget. At 4:32 P.M., President Bradley Smith opened and conducted a public hearing to consider the Baytown Fire Control, Prevention, and Emergency Medical Services District 2014 -15 Proposed Budget. General Manager Leiper stated that the proposed budget estimates revenues at a slight increase over the current year of $1,513,614 and the expenditures have a total have gone up slightly to $1,955,193. However, the distribution of those dollars is significantly different this year from last year. He stated that the proposed budget includes $655,000 for personnel costs in the current year to do the staffing for the fourth ambulance; personnel cost for next year that includes some transitional staffing, as that moves to a full time unit that money will be in the City's proposed budget; 5341,894 for money shifling back to the capital outlay for medical, hazardous material and training equipment; $600,000 set aside for apparatus; $600,000 for the fire field project; and $100,000 for communications. Consider a resolution adopting the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) 2014 -15 Budget. General Manager Leiper presented the agenda item and stated that the budget total was $1,955,193, with a projected ending working capital or fund balance of $592,451 in unexpended funds and staff recommended approval. A motion was made by Director Kimberlee Whittington and seconded by Vice President John Adkins approving Resolution No. 34. The vote was as follows: Ayes: Vice President John Adkins, Director Gerald Baldwin, President Brenda Bradley Smith, Director Lovella Desormeaux, Director Adelina Gomez - Abshire, Director Kimberlee Whittington Nays: None Other: Director Maurice Watts (Absent) Approved FCPEMSD Board Meeting Minutes July 15, 2014 Page 3 of 6 RESOLUTION NO. 34 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR, BEGINNING OCTOBER 1, 2014, AND ENDING SEPTEMBER 30, 2015, IN ACCORDANCE WITH CHAPTER 344 OF THE TEXAS LOCAL GOVERNMENT CODE AND THE ALTERNATIVE PROCEDURES ADOPTED BY THE DISTRICT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 4. DISCUSSIONS a. Discuss meeting times and rules of procedure for the Baytown Fire Control, Prevention, and Emergency Medical Service District. General Manager Leiper stated that in doing some research it was discovered that this board never formally adopted meeting times. He stated that currently the board meets quarterly on the third Tuesday of that month and in June for budget purposes. It was agreed by the board members in attendance that the regular scheduled meetings would be quarterly on the first Tuesday of that month at 4:30 P.M., in the Baytown Conference Room at the City Hall. A motion was made by Director Lovella Desormeaux and seconded by Vice President John Adkins approving the meetings to be quarterly on the first Tuesday of that month at 4:30 P.M., in the Baytown Conference Room at City Hall. BUSINESS ITEMS a. Consider the election of the President and Vice President and the appointment of the Secretary. FCPEMSD Board Meeting Minutes July 15, 2014 Page 4 of 6 General Manager Leiper presented the agenda item and stated that the current officers are: Brenda Bradley Smith, President; John Adkins, Vice President; and the City Clerk is the Secretary. A motion was made by Vice President John Adkins and seconded by Director Gerald Baldwin Smith approving the election of Brenda Bradley Smith as President. The vote was as follows: Ayes: Vice President John Adkins, Director Gerald Baldwin, President Brenda Bradley Smith, Director Lovella Desonmeaux, Director Adelina Gomez - Abshire, Director Kimberlee Whittington Nays: None Other: Director Maurice Watts (Absent) Approved A motion was made by President Brenda Bradley Smith and seconded by Director Kimberlee Whittington approving the election of John Adkins as Vice President. REPORTS a. Present update regarding the Baytown Fire Training Field, Phase 2. Chief Short Blake presented the update regarding the Baytown Fire Training Field, Phase 2 and stated that the first phase of the project was complete. He stated that the second phase is a four (4) story scaffolding rescue tower and classroom setting. He stated that the initial drawings should be ready around October and the project should go out for bid around January. He stated that the construction should take approximately six (6) to nine (9) months to complete phase 2. During further discussion, it was stated that the four story building may possibly help with the ISO rating of 2. Chief Blake stated that if the City's rating change from three (3) to two (2), the residential tax payer's fire insurance premium could drop down about 8 %. President Bradley Smith stated that agenda items 6.b. and 6.c. would be considered together. b. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Revenues and Expenditures Report for the Quarter ending June 30, 2014. C. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District's Quarterly Investment Report for the Quarter ending June 30, 2014. Finance Director, Louise Richman presented the Baytown Fire Control, Prevention, and Emergency Medical Services District's Revenues and Expenditures Report and Quarterly Investment Report for the Quarter ending June 30, 2014. She stated in regards to the revenues that the sales tax was doing well and that the sales tax receipts for May had an 111% increase which was a prior period adjustment from the state comptroller. She stated that an inquiry about the adjustment was submitted to the comptrollers office and will inform the board about the response once it is received. Ms. Richman stated that the revenues were up 5% compared to last year and ahead of budget by 2.3 %. She stated in regards to expenditures that the personnel were low at 48% of budget due to positions not being filled during this fiscal year. In regards to the investment report, Ms. Richman stated that ending balance was a little over $1 million and the rate of return was .028% 7. MANAGER'S REPORT a. Reminder that the next Baytown Fire Control, Prevention, and Emergency [Medical Services District meeting is scheduled for October 21, 2014, at 4:30 P.M. in the City Council Chamber, City Hall, 2401 Market Street, Baytown, Texas. General Manager Leiper stated that the next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for October 21, 2014, at 4:30 P.M. in the Baytown Conference Room, City Hall, 2401 Market Street, Baytown, Texas. FCPEMSD Board Meeting Minutes July 15, 2014 Page 6 of 6 He stated that the FCPEMSD budget will be presented to Council at the July 24th City Council meeting and requested that if any FCPEMSD board member plans to attend the July 24th meeting, to please inform the City Clerk.
