The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Tuesday, October 14, 2014, at 4:31 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Wheeler convened the October 14, 2014, Crime Control and Prevention District
(CCPD) Board Regular Meeting with a quorum present at 4:31 P.M., all members were present
with the exception of Director Flewellen who was absent.
MINUTES
a. Consider approving the minutes of the Crime Control and Prevention District
Regular Meeting held on July 08, 2014.
A motion was made by Director Dr. Chris L. Warford and seconded by Director Samuel Barker
approving the July 08, 2014 CCPD Board Regular Meeting minutes. The vote was as follows:

a. Receive update and discuss the use of body - mounted video cameras for police
officers.
Chief Keith Dougherty presented the update regarding the use of body - mounted video cameras
for police officers. He stated that there are various manufacturers, but they are looking for
the camera that works with the current coban system that the department has. He stated that the
coban system is a mobile video system that has a pre- record feature that begins about 30 seconds
prior to the event. He stated that with the coban system, an officer wears a microphone and
microphones are in the vehicles as well. He stated that the coban system activates automatically
when the red lights and sirens are activated. He further stated that the system is stored in a hard
drive in the trunk of the vehicle and at the end of the shift, the hard drive is downloaded into the
City's department storage system top prevent tampering or altering of the recorded data. Chief
Dougherty stated that the cameras that they are testing range between $580 to about 5900 and
that the estimated total per camera unit is about 51,000.
During further discussion, President Wheeler inquired of the number of cameras needed per
shift. In response to President Wheeler's question, Chief Dougherty stated that the number of
cameras needed per shift would be about fifteen. Director Watford inquired of the estimated date
to phase in the cameras. Chief Dougherty stated that they expect to phase in the cameras next
year. Director Strong inquired if City Council approved this idea. General Manager Leiper stated
that Council is very supportive of the idea.
3. REPORTS
a. Presentation of the CCPD Hot Spot and Commercial Vehicle Enforcement (CVE)
statistical report.
Chief Dougherty presented the presentation of the CCPD Hot Spot and Commercial Vehicle
Enforcement (CVE) statistical report. He stated that the Hot Spot made 357 arrests, issued 832
citations, answered over 2,000 calls, made 951 traffic stops, made 1,337 pedestrian contacts,
had 10 DW I's arrest, and filed 957 total charges for the unit.
In regards to the commercial vehicle enforcement report, Chief Dougherty stated that the Officer
Wilcox had 19 level one inspections, 145 level 2 inspections, nine (9) hazardous material load
inspections, placed 173 vehicles out of service, put five (5) drivers out of service for violations,
issued 194 citations for violations, issued 655 warnings citations for warnings, issued 46 weight
related citations, and issued 81 weight related warnings. He stated that Officer Slot had I I level
one inspections, 100 level two inspections, five (5) hazardous material load inspections, placed
82 vehicles out of service, issued 96 citations for violations, issued 287 warnings for violations,
issued 2 decals, issued I I weight related citations, and issued 17 weight related warnings.
President Wheeler stated that agenda items 3.b. and 3.c. would be considered together.
b. Receive the Baytown Crime Control and Prevention District's (CCPD) Revenue and
Expenditure Report for the Quarter Ending September 30, 2014.

C. Receive the Baytown Crime Control and Prevention District's (CCPD) Quarterly
Investment Report for the Quarter Ending September 30, 2014.
Finance Director, Louise Richman presented the updates on the Baytown Crime Control and
Prevention District's Revenue and Expenditure Report, as well as, the Quarterly Investment
Report for the Quarter Ending September 30, 2014. She stated that CCPD was 2.5% over budget
in sales tax. She stated that the expenditures were at 96% of budget and any savings rrom the
expenditures would drop into the fund balance for CCPD.
Ms. Richman stated that as of Sept 30th there was $149,000 in the investments.
4. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, January 13, 2015, at 4:30 P.M., in the Baytown City Council Chamber, 2401
Market Street, Baytown, Texas 77520.
General Manager Leiper stated that the next Baytown Crime Control and Prevention District
meeting is scheduled for Tuesday, January 13, 2015, at 4:30 P.M., in the Baytown City Council
Chamber, 2401 Market Street, Baytown, Texas 77520.
5. ADJOURN
A motion was made by Director Samuel Barker and seconded by Director Dr. Chris L. Warford
adjourning the October 14, 2014 CCPD Board Regular Meeting. The vote was as follows:

With there being no further business to discuss, President Wheeler adjourned the October 14,
