November 19, 2014
The Board of Directors of the Baytown Area Water Authority (BAWA) met in a
Regular Meeting on Thursday, November 19, 2014, at 9:12 A.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Bradley Smith convened the November 19, 2014, Baytown Area Water Authority
(BAWA) Board Regular Meeting with a quorum present at 9:12 A.M., all members were present
with the exception of Directors McKay and Wilson who were both absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Area Water Authority Regular
Board Meeting held on October 15, 2014.
A motion was made by Secretary Wayne Baldwin and seconded by Director Brandon Benoit
approving the October 15, 2014, BAWA Board Regular Meeting minutes. The vote was as
follows:
Ayes: Secretary Wayne Baldwin, Director Brandon Benoit, President Brenda
Bradley Smith
Nays: None
Other: Director Frank McKay III (Absent), Vice President Mike Wilson (Absent)
Approved
2. PROPOSED RESOLUTIONS
a. Consider a resolution awarding the Lagoon Sludge Removal Contract to Magna -
Flow Environmental.

Director Baldwin inquired if the storage location of the sludge is managed by Magna -Flow
Environmental. Mr. Zachary Lillie stated that the location is managed by Magna -Flow onsite at
the BAWA plant.
Resolution No. 2014 -21 awards the Lagoon Sludge Removal Contract to Magna -Flow
Environmental, in the amount of $70,000.00.
A motion was made by Director Brandon Benoit and seconded by Secretary Wayne Baldwin
approving Resolution No. 2014 -21. The vote Nvas as follows:
Ayes: Secretary Wayne Baldwin, Director Brandon Benoit, President Brenda
Bradley Smith
Nays: None
Other: Director Frank McKay III (Absent), Vice President Mike Wilson (Absent)

RESOLUTION NO. 2014-21
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
AREA WATER AUTHORITY AWARDING LAGOON SLUDGE REMOVAL
PROJECT TO MAGNA -FLOW ENVIRONMENTAL IN AN AMOUNT OF
SEVENTY THOUSAND AND NO /100 DOLLARS ($70,000.00); MAKING
OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
3. REPORTS
a. Receive an update regarding the Baytown Area Water Authority (BAWA) East
Plant Project.
Deputy General Manager Bottoms presented the update on the BAWA East Plant Project. He
stated that the preliminary informaton was sent to the TDCQ for their review. He stated that the
City of Houston was receptive to either continuing to provide water to the new site or allowing
the City of Baytown to taking water strictly from the City of Houston at the current site and
negotiate with the Chamber of Liberty Navigation District for the other site. He further stated
that the rates are currently uncertain.
City Engineer, Jose Pastrana stated that at the next meeting a contract to clear the land will be
brought before the board. He stated that the clearing of the land is necessary for construction and
for the topographic survey. Additionally, he stated that the bid for construction is projected to go
out June.

4. MANAGER'S REPORT
a. Reminder that the next Baytown Area Water Authority meeting is scheduled for
Wednesday, January 21, 2015, at 9:00 A.M. in the City Council Chamber, 2401 Market
Street, Baytown, Texas 77520.
President Bradley Smith stated that the next Baytown Area Water Authority meeting is
scheduled for Wednesday, January 21, 2015, and that there would not be a meeting in December.
5. ADJOURN
With there being no further business to discuss, President Bradley Smith adjourned the
November 19, 2014, Baytown Area Water Authority (BAWA) Board Regular Meeting at 9:17
