September 12, 2002
The City Council of the City of Baytown, Texas, met in work session on September 12,
2002, at 6:15 p.m. in the Hullum Conference Room of Baytown City Hall, 2401 Market
Street, Baytown, Texas, with the following in attendance:

The meeting was opened with a quorum present after which the following business was
conducted:
Discuss proposed budget for fiscal year 2002 -2003.
Interim City Manager, Gary Jackson, explained that the one -time, non -base, non - recurring
payment had too many obstacles to recommend to Council. The obstacles include pay
calculations under Civil Service law and the collective bargaining agreement and other
issues related to non -civil service personnel.
Due to the importance of employee compensation to Council, as an alternative, a 2 -Y2%
increase to each employee's salary was proposed. This would apply to all non -civil service
personnel and all civil service personnel in the Police Department. The same increase
would be available for all civil service personnel subject to collective bargaining in the Fire
Department, contingent on approval of an amendment to the collective bargaining contract
to permit the increase.
In order to approve this increase, staff and Council must agree to develop alternatives to
control expenditures and enhance revenues. During the first quarter of the fiscal year, staff
will develop an outline to control expenditures and enhance revenues. During January and
February, staff will work with Council to develop a plan to be adopted in March.
Mayor Alfaro informed Council that there would be time to discuss this issue during the
Council meeting. If more information is necessary, the vote on the budget may be delayed.

Council Member Mundinger stated that he would move the reappointment of Knox
Beavers and Peter Buenz.
