June 13, 2002
The City Council of the City of Baytown, Texas, met in work session on June 13, 2002, at
5:20 p.m. in the Council Chamber of Baytown City Hall, 2401 Market Street, Baytown,
Texas, with the following in attendance:

The meeting was opened with a quorum present after which the following business was
conducted:
Discuss 2001 Street Analysis.
Bill Pedersen, City Engineer, reviewed the selection of Fugro -BRE, Inc. as the consulting
engineering firm to perform the street analysis. Jerome Deleiden, of Fugro -BRE, Inc., was
introduced and he presented the results of the 2001 Street Analysis.
Pavement Management facilitates decision - making related to budgets and street surfaces;
organizes pavement budgets; prioritizes maintenance and rehabilitation projects and
provides documentation. Fugro -BRE was retained to evaluate the streets, train city
personnel in the use of the software, assist in the implementation of the software and
provide the preliminary reports.
All streets in Baytown were visually assessed and rated from 0 to 100 (new) (PCI). This
evaluation rated the type of distress, the amount of distress and the severity of the distress.
A ride evaluation (W was also performed to determine construction irregularities, traffic
loading, environmental effects and construction material/deficiencies. The lower the IRI
rating, the better the condition of the street. The analysis reports the condition of the
roadway, predicts the performance and allows budgeting of funds to meet the goals of the
City.

The software will predict the future condition of the roadway by model. This allows
prediction of the cost of maintenance at given points in time.
According to the PCI, of the 2581 sections of roadway, 307 were in excellent condition. A
majority was in good condition or better. According to the EU, a greater number of
segments failed or were in very poor condition.
Proper use of the software will allow the development of budget projections based on the
City's priorities for repair /maintenance of roadways. The database must be updated. The
software is only a tool to assist in developing policy decisions.
Mayor Alfaro recognized Mike Wilson and Tommie Jones, co- chairs of the Bond Street
Subcommittee. Mayor Alfaro suggested that the analysis be used to budget the available
funding to optimize maintenance of the streets. He further suggested that the Street
Subcommittee review the information and recommend to Council the streets to be repaired.
Questions concerning interpretation of the information provided to City Council were
answered by Mr. Deleiden.
Monte Mercer, City Manager, explained that of the $20 million approved in the bond
package, $1.5 million was to be spent in each district over a five -year period. The software
can assist in maximizing resources over the five -year period. The funding was divided to
avoid any part of town being left out of the street program and to limit the use of one
district's funding for a thoroughfare that benefits the entire community. The $1.5 million
for each district was originally set aside for residential streets.
Discuss the city manager recruitment process.
Monte Mercer, City Manager, reported that it should take 90 days to advertise for the city
manager position, with a deadline for submitting applications. Time would then be
involved in reviewing the applications and interviewing candidates. The entire process
could take from five to seven months. The recruitment process is expected to cost
$12,000. An executive search could increase the cost by $10,000 to $15,000. Three
informational packets on search firms were provided to Council.
A search firm can perform preliminary interviews after completion of the profile and
brochures. The firm can conduct face -to -face interviews and refer the top candidates to the
Council for consideration.
In the alternative, the search firm can solicit applications, conduct screening and identify
the top candidates for City Council to interview.
Mayor Alfaro requested that Mr. Mercer prepare a profile and criteria for the position.
Council Member Murray stated that a wide field of candidates should be sought and the
assistance of consultants would be preferred, but Council should narrow the field.

Mayor Alfaro reminded the Council that the Council had performed the process, with
consultants assisting Human Resources.
Council Member Renteria stated a preference for involvement of the Council. Council
Member Sheley and Mundinger stated a preference for the assistance of a search firm.
Mr. Mercer stated that the Human Resources Department and the search firms would
provide additional options to City Council.
Discuss proposed amendments to the bungee cord jumping ordinance.
City Attorney, Ignacio Ramirez, Sr., reported that the current ordinance prohibits all
bungee jumping and reverse bungee jumping. Staff has been approached to allow a
trampoline, with bungee cords attached, to be used at the July 4`" celebration. Council may
rescind the ordinance, amend the ordinance or take no action. A review of other cities
found that very few regulate bungee cord jumping.
Council Member Anderson arrived at 6:21 p.m.
The current ordinance was adopted in 1992. Allowing bungee cord jumping, or reverse
bungee cord jumping, on city -owned property could create a liability. Council's
discussion indicated that there was no interest in changing the current ordinance.
Discuss appointments.
Baytown Area Water Authority
Board of Adjustment.
The Council was not ready to discuss these appointments.
Adjourn.
