2002 02 28 WS MinutesMINUTES OF THE WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN February 28, 2002 The City Council of the City of Baytown, Texas, met in work session on February 28, 2002, at 6:00 p.m. in the Hullum Conference Room of Baytown City Hall, 2401 Market Street, Baytown, Texas, with the following in attendance: Ronnie Anderson Council Member Coleman Godwin Council Member Calvin Mundinger Council Member Don Murray Council Member Mercedes Renteria III Council Member Scott Sheley Council Member Pete C. Alfaro Mayor Monte Mercer City Manager Ignacio Ramirez, Sr. City Attorney Gary W. Smith City Clerk The meeting was opened with a quorum present after which the following business was conducted: Discuss sign for Waterfront Development. City Manager Monte Mercer explained that the proposed sign is thirty-nine feet tall and is to be located along Highway 146 at the entry road to Bayland Island. The highway is 150 feet wide at that location to provide room for the Grand Parkway. The sign will be located ten feet beyond the highway right -of -way line. The sign is fourteen feet wide. For a single -face sign parallel to the roadway, the cost is estimated to be $17,000. To erect a V- shaped sign would roughly double the cost. In either event, the sign will not be visible from the Hartman Bridge. To provide better visibility, brush along the roadway can be cleared and the sign will be lighted. Our agreement with the tenants on Bayland Island requires us to provide the monumentation and the tenants to provide their signs. In response to an inquiry from Council Member Renteria, Mercer stated that opportunities for additional signage are being explored. Council Members Murray, Anderson, Godwin, Renteria and Mundinger expressed support for a V- shaped sign. Council Member Renteria supported a sign that would be visible from the Hartman Bridge and would catch motorists' attention. Discuss appointments. Animal Control Advisory Committee. City Manager Monte Mercer proposed that Byron Jones be named to replace Gary Cochran on the Animal Control Advisory Committee, in Page 2 of 2 Minutes of the Work Session — February 28, 2002 OW the position reserved for the Chief of Police. Don Murray indicated that he would move the appointment. Community Development Advisory Committee. Council Member Renteria stated that he would move the appointment of Angel Sandoval to the position reserved for District 1 on the Committee. Adjourn. Council Member Godwin moved adjournment. Council Member Renteria seconded the motion. The vote follows: Ayes: Council Members Anderson, Godwin, Mundinger, Murray, Renteria and Sheley Mayor Alfaro Nays: None.
