The work session was called to order by Mayor Alfaro at 5:20 p.m.
Discuss TrashBash/TrashOff.
Mike Lester reviewed the preparations that had been made for the TrashBash/TrashOff to
be held on March 31. Roll -off dumpsters will be at seven locations around the City.
There will be four registration sites. ExxonMobil and Chevron Phillips have joined the
City as major sponsors of the litter abatement program. Registration will take place from
8:00 a.m. until 9:00 a.m. The cleanup will occur between 9 a.m. and 1 p.m. A
celebration will be held at Bayland Island after 1 p.m.
Discuss report from the Downtown Revitalization Committee.
Joe Wheat, a committee member, presented a report. The report stated the purpose of
revitalization is 1) to revitalize economically depressed areas, 2) improve Baytown's
image, 3) increase tax base, 4) distribute commerce, and 5) preserve historic landmarks.
The process would include l) full -time city staff member, 2) smart regrowth, 3) study of
the needs, 4) development of incentives and restrictions, 5) implementation and reporting
to City Council, and 6) continuous learning.
Rev. Hosea Lane reported that a volunteer base exists to begin improvements. If work is
begun, such as painting the buildings, the owners of the buildings will respond with other
improvements.
City Council requested that the Committee submit a single report to City Council and
recommend a project that the whole community can support.

Discuss electric deregulation.
Rodney Chapin and Dan Lanning of Camp Dresser & McKee, an engineering and
consulting fine, presented a report to City Council that reviewed the deregulation process
in Texas, outlined the opportunities and risks with deregulation, and proposed a strategy
for positioning the City to take advantage of the opportunities and avoiding the risks.
Consider an appointment to the Baytown Area Community Long Range Planning
Commission to fill the unexpired term of Janet Simon.
Council Member Mundinger proposed Jim Cawley to fill the unexpired term of Janet
Simon on the Baytown Area Community Long Range Planning Commission.
