Alfaro Mayor Members absent: Council Member Victor Almendarez Staff present: Monte Mercer City Manager Danny Jackson Assistant City Attorney Gary W. Smith City Clerk Receive and discuss report from the Downtown Revitalization Committee. Jan Lammers, Chairman of the Downtown Revitalization Committee, presented the report. The process of the Committee included education on revitalization; a questionnaire to tally votes on issues presented to the Committee; and preparation of the report. The conclusion of the Committee is that the City needs to be involved. The City should employ a person to coordinate all activities downtown. The area should be cleaned up, and the infrastructure should be repaired (sidewalks, accessibility, drainage and lighting). The report will be placed on another work session agenda for more in depth review. Discuss concepts for redistricting. Gary Smith presented a review of the issues confronting cities in redistricting in 2001. An outline of the City of Houston's successful redistricting was reviewed. Discuss 2001 Capital Improvements Program. Monte Mercer reviewed 1) the Board of Directors of the proposed municipal development district; 2) cooperative funding for TxDOT projects; 3) designation of $1.5 million in each district for street repairs; and 4) reordering the propositions on the ballot. Feedback from Council indicated support for funding from the municipal development district to support continuation or completion of TxDOT projects (i.e. Decker Drive). City Council work Session February 22, 2001 Page 2 of 2 Discussion by the Council indicated the belief that the list of proposed projects for the municipal development district can altered by the board. If a new project is proposed, any project on the proposed list may be delayed or deleted. Other comments indicated support for the restriction of the $1.5 million of street improvements in each district to residential areas. Discuss staff response to Building Ordinance Review Committee Interim Report. Monte Mercer reported that the staff response had been reviewed with the Building Ordinance Review Committee.
