OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
October 25, 2001
The City Council of the City of Baytown, Texas, met in work session on October 25, 2001,
at 5:35 p.m. in the Hullum Conference Room of Baytown City Hall, 2401 Market Street,
Baytown, Texas, with the following in attendance:

The meeting was opened with a quorum present after which the following business was
conducted:
Discuss Parks, Recreation and Open Space Master Plan.
Assistant City Manager, Bob Leiper, explained the requested delay in action on the
proposed Master Plan. A representative from the Texas Parks & Wildlife Department was
doing a site inspection. He offered to review the proposed Master Plan and to extend the
deadline for approval of the Master Plan until the end of November, 2001.
The priority list was reviewed in light of the upcoming projects. Rather than list specific
projects, the list was prepared as concepts that captured the projects.
Discuss proposed redistricting plan for the City of Baytown.
City Manager, Monte Mercer, reviewed the criteria Council had adopted for the creation of
the new voting plan. The proposed changes were reviewed as reflected on the map of the
districts. The proposed plan complies with the criteria as follows: the district lines follow
major thoroughfares or watercourses; previously divided neighborhoods have been united
into single districts; the existing council districts form the basis of the new districts; the
proposed districts are very similar in size, with the maximum deviation of 8% between
Districts 1 and 4; the proposed districts are more compact and contiguous than the present

r districts; existing members of the council are kept in their present districts; the plan
preserves District 1 as a safe minority district.
Council Member Sheley expressed concern that the area bounded by Texas Avenue, South
Main and Alexander Drive was not included in District 2. He stated that this split a
neighborhood and that Texas Avenue was not a major thoroughfare proper for use as a
district boundary.
Dr. John Alford, Rice University, explained that variation in district size is permissible to
allow for future growth, but the maximum variation is 10 %. Future annexations may
require redistricting prior to the next census.
Consider the appointment of Associate Medical Director for the Emergency Medical
Services Division.
Michael Harrington, M.D., is recommended as the Associate Medical Director for the
Emergency Medical Services Division. The Medical Director is David Hall, M.D. The
Associate position is an enhancement of an existing program and provided for in the 2001-
2002 fiscal year budget. Council Member Sheley indicated that he would move Dr.
Harrington's appointment.

Council Member Godwin moved adjournment. Council Member Mundinger seconded the
motion. The vote follows:
Ayes: Council Members Godwin, Mundinger, Murray, Renteria and Sheley
Mayor Alfrro
Nays: None.
There being no further business the meeting adjourned at 6:08 p.m.
