The work session was called to order by Mayor Alfaro at 5:35 p.m.
Discuss option for the City to aggregate its electrical load.
Ignacio Ramirez, Sr., Assistant City Manager, City Attorney, reviewed the date for retail
electric competition. He reported the various meetings that have been attended to gain an
understanding of the options and opportunities that will be available for the City.
Political Subdivision Corporations have been formed to aggregate the electrical loads of
governmental entities. Each PSC has different requirements and approaches. Any PSC
will help the City save money. The varying requirements of four PSC's (CAP, TCAP,
GAP, and HGAC) were reviewed. Based on the City's experience with HGAC and the
requirements of HGAC staff recommends that the City aggregate its load with HGAC.
Council Member Murray supported the staff recommendation. He related that his
representation of the City at HGAC has given him background and information on the
HGAC proposal.
In response to an inquiry from Council Member Sheley, City Manager Mercer reported
that Texas Municipal League has made no recommendations.
Mayor Alfaro described the procedure to be used in the Council meeting to select a PSC.
City Manager Mercer reported that the same information would be presented to BAWA
to allow the BAWA board of directors to select a PSC.

Mayor Alfaro commended City Manager Mercer, City Attorney Ramirez and First
Assistant City Attorney Karen Homer for their work on this project.
Discuss the bond project calendar.
City Manager Monte Mercer explained the various activities that will be required for the
sale of the bonds and the commencement of the bond projects. Proposals will be solicited
for engineering firms to conduct an evaluation of every street in the City. The A &E
Committee will review the proposals and make a recommendation to City Council. The
streets would be prioritized, with input from the Bond Street Committee, and the bond
packages would be sized and prioritized by City Council. Staff will continue to work
with the financial advisor and bond counsel to prepare for the issuance of the bonds.
The apgointment of the municipal development district will be delayed until after the
June 2" run -off election.
