2001 06 26 CC Minutes, Special @5:15pmMINUTES OF THE SPECIAL SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN June 26, 2001 The City Council of the City of Baytown, Texas, met in special session on June 26, 2001, at 5:15 p.m. in the Hullum Conference Room of the Baytown City Hall with the following in attendance: Mercedes Renteria, III Council Member Ronnie Anderson Council Member Calvin Mundinger Council Member Don Murray Council Member Coleman Godwin Council Member Pete C. Alfaro Mayor Monte Mercer City Manager Ignacio Ramirez, Sr. City Attorney Gary W. Smith City Clerk Absent was: Scott Sheley Council Member The meeting was opened with a quorum present after which the following business was conducted: Consider appointment of Mayor and Council Members as Directors of the Baytown Municipal Development District. Council Member Murray moved the appointment of the Mayor and Council Members as Directors of the Baytown Municipal Development District. Council Member Godwin seconded the motion. The vote follows: Ayes: Council Members Anderson, Godwin, Mundinger, Murray, and Renteria Mayor Alfaro Nays: None. The motion carried. The statement of appointed official was then taken by the Mayor and each Council Member as a director of the Baytown Municipal Development District. Department of Housing & Urban Development for the 2001 -2002 Community Development Block Grant Funds. City Manager Mercer reported that the Community Development Advisory Committee and staff agreed on the recommendations for the Community Development Block Grant budget for fiscal year 2001 -2002. Tiffany Foster, Community Development Planner, described the sources of funding for the budget and the review process employed to determine the recommendations for the budget. The programs and funding proposed for each program was summarized. Concerns over the unexpended funds were expressed as it indicates that services were not provided to the citizens as intended. In response to inquiries about transportation, Mercer reported that the Transportation Plan would be completed in September with recommendations from the consultant for grants in the spring. Any impact will be in the 2002 -2003 fiscal year budget. Discuss priorities for issuance of the 2001 Series Bonds. Manager Mercer reviewed the timetable that reflected the funding for projects for the five years of the bond program. Street funding is evenly divided between the years. Drainage funding will have higher expenditures in years two and three to provide for land acquisition for the regional drainage program. Fire apparatus will be purchased over the first three years. Year four will provide for the design of the replacement fire station, to be constructed in year five. The wireless network will be funded over the first three years. The Community Center work will be funded from the first year of the program. The playgrounds will be constructed from funding from the third and fourth years. The school sites will be determined by the schedule established by the school construction. The schedule is designed to keep the tax rate at or below the projected 2 -%2 cent increase. Fred Pack and Donna Sams were commended for their work in compiling the report for Council. Consider appointments to the Baytown Area Long Range Planning Commission, Tow Truck Committee and the Baytown Housing Finance Corporation. Council Member Anderson indicated that he would nominate Dr. Chris Warford to the Baytown Area Long Range Planning Commission. Mayor Alfaro reported that he would announce the appointment of Lawrence Wallace to the Baytown Housing Authority. Mayor Alfaro reminded Council that the persons appointed to the Housing Authority were also appointed to the Housing Finance Corporation. Council Member Renteria indicated that he would nominate Mr. Wallace to the Baytown Housing Finance Corporation. Page 3 of 3 Minutes of the Special Session —June 26, 2001 -5:15 p.m. I` Adjourn.
