The Board of Directors of the Baytown Crime Control anti Prevention District (CCPD) met in a
Regular meeting on Tuesday, April 08, 2014, at 4:30 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Wheeler convened the April 08, 2014, Crime Control and Prevention District (CCPD)
Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the
exception of Director Emily Wallacc who arrived at 4:33 P.M.
1. MINUTES
a. Consider approving the minutes of the Cringe Control and Prevention District
Regular Meeting held on January 14, 2014,
A motion was made by Director Samuel Barker and seconded by Director James Coker
approving; the January 14, 2014, CCPD Board Regular Meeting. minutes. Tile vote was as
follows:

2. DISCUSSIONS
a. Discuss the purchase of twenty (20) trunk lock vault hexes for Police Patrol Tahoes.
Assistant General Manager Troller presented the agenda item and stated that this item allows the
CCPD Board to discuss the possible purchase of twenty (20) trunk hack vault boxes for the
remainder ol'the 1'D Patrol Tahoes which will allow all 2012 and 2013 Patrol Tahoes to have the
same boxes as those currently found on all 2014 Tahoes. He further stated that these boxes serve
to safeguard the equipment kept in the tahoes and the cost is estimated at S 17,000. He further
stated that currently there is $90,000 in the CCPD contingency fund, and that this purchase may
be made by reprogramming funds froth UnforeseenlNew Initiatives in the current year's budget
or by budgeting for (lie c €lup111cnt in the upcoming FY 14- 15 budget.
Assistant General Manager Troller stated that if the decision is to allocate the finds in next year's
budget, the purchase of'the vault boxes can't be purchased until October or 1fthe Board desires to
purchase the equipment out of this year's budget, the item will be brought back to the Board for a
budget amendment to transfer the funds at the July meeting.
Chief Dougherty stated that in the future, they would like to use the money from (fie contingency
funds for these types of items. During, further discussion. there was an inquiry as to what was the
cause for the request. Chief Dougherty stated that while Baytown has not had any problems with
theft, these: have been other agencies throughout the state that had the equipment stolen out of
their tahoes; therefore as a preventative step, staff has moved forward and trade this request.
Chief Dougherty further stated that this item, along with another item ('S20,000) will be brought
forward at the next meeting for the Board's approval. He also stated that there are no other items
that he could foresee that would be requested from this year's budget contingency line item.
During, further discussion, there was an inquiry regarding hory much money was typically
allotted to the contingency fund. President Wheeler stated that there was no set amount to be
reserved in the contingency fitnd, and that the fund is used at the discretion of the CCPD Board,
who also decides whether or not to approve the contingency fund with each budget.
An inquiry was made regarding the timefratne to purchase (lie boxes item once they are approved
by the Board. Lt. Shawn Fischer stated that if this item is approved, it would take him about a
month to order, receive and install the boxes on the tahoes.
President Wheeler stated that the consensus of the CCPD Board was to bring this item to the next
meeting as an action item.
3. REPORTS
a. Presentation of the Baytown Crime Control and Prevention District's Hot Spot and
Commercial Vehicle Enforcement (CVE) statistical report,

Chief Dougherty presented the Baytown Crime Control and Prevention District's Hot Spot and
Commercial Vehicle Enforcement (CVE) statistical report. He stated that the Hot Spot Team
made 494 arrests, over 1,300 citations, answered 2,007 calls for service, made 1,299 traffic stops,
made 1,190 pedestrian contacts, made 10 DWI arrests, and filed 1,589 charges as a unit.
In regards to the CVE report, Chief Dougherty stated that Officer Woolcock conducted 24 level
one inspections, conducted 149 total inspections, conducted nine (9) hazardous material
inspections, placed 187 vehicles out of service, placed seven (7) drivers out of service, issued
172 vehicle citations, issued 646 vehicle warnings, issued two safety decals, issued 56 weight
related citations, and issued 104 warnings. Chief Dougherty stated that Officer Slot conducted 36
level one inspections, conducted 93 total inspections, conducted 25 hazardous material
inspections, placed 47 vehicles out of service, issued 72 vehicle citations, issued 223 vehicle
warning citations, issued 17 safety decals, issued 23 weight related citations, issued 54 warnings
and he stated that both officers together had 125 level two (2) inspections.
b. Receive the Baytown Crime Control and Prevention District's (CCPD) Revenue and
Expenditure Report for the Quarter Ending i'4larch 31, 2014.
C. Receive the Baytown Crime Control and Prevention District's (CCPD) Quarterly
Investment Report for the Quarter Ending March 31, 2014.
President Wheeler stated that agenda items 3.b. and 3.c. would be considered together.
Finance Director, Louise Richman presented the update on the Baytown Crime Control and
Prevention District's Revenue and Expenditure for the Quarter Ending March 31, 2014. She
stated that the sales tax revalues were on target at 49.57% and that the sales tax collection was
3.93% ahead of last year for the sarne period. She stated that just about all of the expenditures
have either been bought or ordered for this year and there is still S90,000 left in the contingency
line.
Ms. Richman stated that the CCPD ending balance was 588,792 and the rate of return was
.0285 %4.
4. MANAGER'S REPORT
a. The next Baytown Cringe Control and Prevention District meeting is scheduled for
Tuesday, June 10, 2014, at 4:30 P.M., in the Baytown City Council Chamber, 2401 Market
Street, Baytown, Texas 77520.
Assistant General Manager Troller presented the agenda item and stated that the next Baytown
Crime Control and Prevention District meeting is scheduled for Tuesday, June 10, 2014, at 4 :30
P.M., In the Baytown City Council Chamber, 2401 Market Street, Baytown, Texas 77520. He
stated that the Board will he presented with a draft of next year's budget for review, as well as, an
agenda item to consider approving the lock vault boxes of $17,000 and another item in the
amount of $20,000 from the current year's budget. Additionally, lie stated that the Board is then
scheduled to meet on Tuesday, July 08, 2014, at 4 :30 P.M., in the Baytown City Council

Chamber, to conduct two public hearings regarding the proposed CCPD budget and take action
regarding said item.
Mrs. Brysch stated that this meeting was Ms. Wallace's last meeting.
5. ADJOURN
A motion was made by Director Samuel Barker and seconded by Director James Coker
adjourning the April 08, 2014, CCPD Board Regular Meeting. The vote was as follows:
