January 10,2014
The Board of Directors of the Baytown Area Water Authority (BAWA)met in
a Emergency Meeting on Thursday,January 10,2014.at 9:00 A.M..in the Council Chamber of
the Baytown City Hall,2401 Market Street.Baytown.Texas with the following in attendance:

Leticia Brysch Assistant Secretary
President Bradley Smith convened the January 10,2014,Baytown Area Water Authority
(BAWA)Board Emergency Meeting with a quorum present at 9:00 A.M.,all members were
present with (he exception of Director Brandon Benoit who was absent.
I.PROPOSED RESOLUTIONS
a.Consider a resolution authorizing the General Manager to negotiate and execute
one or more contracts for emergency repairs to the 3o-inch water line located at the
intersection of Thompson Road and Cedar Bayou-Lviichhiirg Road.
General Manager Leiper presented the agenda item and stated that Resolution No.2014-01
authorizes the City Manager to negotiate and execute one or more contracts tor emergency
repairs to the 36-inch water line located at the intersection of Thompson Road and Cedar Bayou-
Lynchburg Road in an amount for an amount not to exceed S300.000.00.He stated that because
there are other lines in the area,it is not certain that the leak coming from the City's line.He
stated that once the testing begins,and it is identified as being the City's line,then the City is
committed.He stated that once the line is brought down it is a possibility that it may blow out
once brought back up.
Jose Pastrana.Director of Engineering stated that the leak is located in a highly congested area
that includes telephone poles,power poles,a gas line,a sewer line,several water lines from
District 27,etc.He stated that getting to the leak may require removing the utility lines and
poles,so the plan is to replace connections approximately 150 feet from the south side of the
easing all the way north on the other side of the street.He stated that the fund amount of
5300,000 requested covers (he costs of various complicated scenarios that may arise through the
repair process.

General Manager Leiper stated that the proposed repair includes using a steel pipe wrapped in a
steel hoop cased in concrete,in which for this type of repair requires the assistance of a specific
company out of Dallas.He stated that the high volume water users were notified just in case
water conservation mode is to bedetermined and the wells are prepared for use as well.Genera]
Manager Leiper stated that if the well water is used with the surface water,there will be an odor
and taste difference,but that the water is safe.He slated thai the shutting this down will affect the
volume of the overall supply into the city,but not the water users.
During further discussion,an inquiry was made regarding the timeframe to make the corrections.
Mr.Pastrana stated that once the work begins it will take less than 12 hours to complete the
repair.
General Manager Leiper stated for informational purposes that because of the repairs needed for
this main water supply line into the city and also the estimated dollar amount of the repairs,the
BAWA Board is in need of approval.He stated that the 5300,000 amount includes repairs for the
worst case scenario.He stated that if additional funds,the necessary steps to comply with state
law will be made,bul the repairs will be done.Mr.Pastrana stated that staff is comfortable with
the S300.000 for the repairs.
General Manager Leiper stated thai staff will be looking at a long term capital project to replace
this line.
A motion was made by Secretary Wayne Baldwin and seconded by Director Frank McKay III
approving Resolution No.2014-01.The vote was as follows:

AREA WATER AUTHORITY AUTHORIZING THE GENERAL MANAGER
TO NEGOTIATE AND ENTER INTO ONE OR MORE CONTRACTS FOR
EMERGENCY REPAIRS TO THE 36-INCH WATER LINE LOCATED AT
THE INTERSECTION OF THOMPSON ROAD AND CEDAR BAYOU-
LYNCHBURG ROAD;AUTHORIZING PAYMENT BY THE BAYTOWN
AREA WATER AUTHORITY,IN AN AMOUNT NOT TO EXCEEDTHREE
HUNDRED THOUSAND AND NO/100 DOLLARS ($300,000.00);MAKING
OTHER PROVISIONS RELATED THERETO;AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
