CITY COUNCIL OF THE CITY OF BAYTOWN
August 27, 2026
The City Council of the City of Baytown, Texas, met in a Work Session on Thursday, August 27,
2026, at 5:00 P.M. in the Council Chamber of Baytown City Hall, 2401 Market Street, Baytown,
Texas, with the following in attendance:

Mayor Charles Johnson convened the August 27, 2026 City Council Work Session with a quorum
present at 5:02 P.M. All members were present with the exception of Council Member Jacob
Powell.
1. CITIZEN COMMENTS
Mayor Charles Johnson announced no citizens signed up to speak.
2. DISCUSSIONS
a. Discuss the City of Baytown Fiscal Year 2026-2027 Proposed Budget.
Mayor Charles Johnson announced a citizen signed up to speak.
June Stansky, 4601 Driftwood Dr., expressed her concerns for the budget lines covering
professional services and the transportation services in the City of Baytown.
Director of Finance Teresa McKenzie presented the 2026 - 2027 budget and requested the City
Council to provide any recommendations. (Exhibit A)
City Manager Jason Reynolds provided clarification of line items and naming conventions for
each.

Mayor and Council Members briefly discussed pending reports and payments for services
provided in the City of Baytown.
Council Member Laura Alvarado stated due to a possible conflict of interest when discussing the
Harris County transit services, it would be best if she stepped away exiting at 5:17 P.M.
City Attorney Scott Lemond suggested that Council Member Laura Alvarado excuse herself
during the Harris County transit discussion due to potential conflict.
Council Member Laura Alvarado returned to the meeting at 5:26 P.M.
The Mayor and Council Members provided their suggestions when considering the budgets
specific line items and criteria for qualifying funds as listed below.
• Harris County Transit
• Hotel Occupancy Tax
• Liens and Demolitions
• Grants
Assistant City Manager Jaime Pruitt, provided opportunities for further evaluation regarding fund
usage.
Director of Planning and Development Services Martin Scribner, provided the time frames and
processes when issuing demolition orders.
Council Member Kenrick Griffith, expressed appreciation for animal ownership training,
referencing to services provided by the Baytown Animal Shelter.
Director of Health Shawn Cochran, informed the City Council of ongoing educational
opportunities regarding stray animals and proper ownership of pets.
Council Members expressed their appreciation for the services and approach of the animal shelter
to provide resources to residents of Baytown.
3. ADJOURN
With there being no further business to discuss, Mayor Charles Johnson adjourned the August 27,
2026, City Council Work Session at 6:09 P.M.
