AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
RATIFYING PAYMENT TO VECTOR CONTROLS, LLC. IN THE AMOUNT OF
EIGHTY-ONE THOUSAND, FOUR -HUNDRED, THREE DOLLARS AND
64/100 ($81,403.64), FOR THE EMERGENCY PURCHASE AND INSTALLATION
OF ABOVE -GROUND AIR HEADER COUPLING REPLACEMENTS FOR THE
CENTRAL DISTRICT WASTEWATER TREATMENT PLANT USING THE TIPS
COOPERATIVE PURCHASING PROGRAM (CONTRACT #24010401); MAKING
OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
WHEREAS, the City Council of the City of Baytown has approved an Interlocal Agreement or
membership for cooperative purchasing with the Interlocal Purchasing System (TIPS); and
WHEREAS, pursuant to such agreement, the City may make purchases of goods and services based
upon the bids received and the negotiated contract entered into by Interlocal Purchasing System (TIPS); and
WHEREAS, the Interlocal Purchasing System (TIPS) has taken bids and entered into a contract for
consulting services; and
WHEREAS, Section 252.022(a)(3) of the Texas Local Government Code exempts from state law
competitive bidding requirements an expenditure for a procurement necessary because of unforeseen damage
to public machinery, equipment, or other property; and
WHEREAS, the Central District Wastewater Treatment Plant needed emergency coupling repairs
done in March 2026 due to air leaks experienced downstream at multiple couplings (air drops) that descend
into various locations within the aeration basin; and
WHEREAS, these leaks raised compliance issues around the effluent discard limits; and
WHEREAS, repairs had to be made before the issues became critical; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That all matters and facts set forth in the recitals hereinabove are found to be true and
are approved by the City Council of the City of Baytown, Texas.
Section 2: That the City Council of the City of Baytown hereby ratifies the expenditure in the
amount of EIGHTY-ONE THOUSAND, FOUR -HUNDRED, THREE DOLLARS AND 64/ 100
($81,403.64) to Vector Controls, LLC., for the emergency purchase and installation of above -ground air
header coupling replacements for the Central District Wastewater Treatment Plant using the TIPS
Cooperative Purchasing Program (Contract #24010401).
Section 3: This ordinance shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
