HomeMy WebLinkAboutCC Resolution No. 3124 (Item 7.d.)RESOLUTION NO. 3124 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, RECOGNIZING AND SUPPORTING THE CITY OF BAYTOWN'S DESIGNATION AS A BIRD CITY TEXAS COMMUNITY; AFFIRMING THE CITY'S COMMITMENT TO BIRD CONSERVATION, HABITAT PROTECTION, EDUCATION, AND COMMUNITY ENGAGEMENT; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Baytown is uniquely situated along the Texas Gulf Coast and within the Central Flyway, one of North America's most significant migratory bird corridors, providing critical habitat for hundreds of resident and migratory bird species; and WHEREAS, healthy bird populations contribute to ecological balance through pollination, seed dispersal, insect control, and overall environmental health while enhancing the quality of life for residents and visitors alike; and WHEREAS, Baytown's parks, nature preserves, wetlands, waterways, open spaces, and natural resources provide valuable habitat for birds and other wildlife and serve as important locations for outdoor recreation, environmental education, and scientific observation; and WHEREAS, the Bird City Texas program recognizes municipalities that demonstrate leadership in bird conservation through habitat management, community education, sustainable practices, and collaborative partnerships; and WHEREAS, achieving and maintaining Bird City Texas designation reflects Baytown's commitment to environmental stewardship, conservation, and the preservation of natural resources for future generations; and WHEREAS, the City of Baytown recognizes that bird conservation efforts compliment existing community goals related to parks and recreation, environmental sustainability, tourism, public health, resiliency, and economic development; and WHEREAS, participation in Bird City Texas encourages partnerships among local governments, schools, conservation organizations, businesses, volunteers, and residents to promote awareness and appreciation of birds and their habitats through educational programming, citizen science, habitat restoration, and responsible land management practices; and WHEREAS, the City Council wishes to formally recognize Baytown's designation as a Bird City Texas community and encourage continued efforts to protect and enhance bird habitats throughout the city. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, THAT: Section 1: The City Council proudly recognizes and celebrates the City of Baytown's pursuit of designation as a Bird City Texas community and commends all city staff, volunteers, conservation organizations, educational institutions, and community partners whose efforts contributed to achieving this distinction. Section 2: The City Council affirms its commitment to supporting policies, programs, and initiatives that promote: Protection and enhancement of native bird habitats; • Responsible stewardship of parks, natural areas, wetlands, and open spaces; • Native landscaping and sustainable land management practices where appropriate; • Public education and community engagement regarding birds, wildlife, and conservation; • Partnerships that advance conservation, environmental education, and citizen science; and • Continued pursuit of Bird City Texas standards and recognition. Section 3: The City Council encourages residents, businesses, schools, community organizations, and visitors to participate in conservation efforts by creating bird -friendly landscapes, reducing threats to birds, supporting habitat restoration projects, and engaging in educational and volunteer opportunities throughout the community. Section 4: The City Manager and City staff are encouraged to continue collaborating with local, regional, and state conservation partners to support Bird City Texas initiatives consistent with available resources and adopted City priorities. Section 5: This resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown.
