A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
AUTHORIZING THE CITY MANAGER TO SUBMIT, TO THE CHIEF EXECUTIVE
OFFICERS OF TAXING UNITS WITHIN EACH REINVESTMENT ZONE CREATED
BY THE CITY AND TO THE TEXAS COMPTROLLER OF PUBLIC ACCOUNTS,
THE REPORTS MANDATED BY SECTION 311.016 OF THE TEXAS TAX CODE;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.

WHEREAS, § 311.016 of the Texas Tax Code mandates that the City submit reports to the chief
executive of each taxing unit that levies property taxes on real property in each reinvestment zone created
by the City and to the Texas Comptroller of Public Accounts, a report on the status of the zones; and
WHEREAS, the City must submit said reports on or before the 150"' day following the end of the
fiscal year; and
WHEREAS, the reports must include:
(1) the amount and source of revenue in the tax increment fund established for each
zone;
(2) the amount and purpose of expenditures from the funds;
(3) the amount of principal and interest due on outstanding bonded indebtedness for
each zone;
(4) the tax increment base and current captured appraised value retained by the zones;
and
(5) the captured appraised value shared by the City and other taxing units, the total
amount of tax increments received, and any additional information necessary to
demonstrate compliance with the tax increment financing plans adopted by the
City; and
WHEREAS, the City has created two (2) reinvestment zones: Tax Increment Reinvestment Zone
Number One (TIRZ No. 1) and Tax Increment Reinvestment Zone Number Two (TIRZ No. 2); NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown, Texas hereby authorizes and directs
the City Manager to submit to the chief executive of each taxing unit that levies property taxes on real
property in TIRZ No. 1 and TIRZ No. 2 and to the Texas Comptroller of Public Accounts, a report on the
status of each Zone for Fiscal Years 2024 and 2025.
Section 2: That the City Manager submit said reports on or before the 150°i day following the
end of the current fiscal year.
Section 3: That the reports shall include:
(1) the amount and source of revenue in the tax increment fund established for each
zone;
(2) the amount and purpose of expenditures from the funds;
(3) the amount of principal and interest due on outstanding bonded indebtedness for
each zone;
(4) the tax increment base and current captured appraised value retained by the zones;
and
(5) the captured appraised value shared by the City and other taxing units, the total
amount of tax increments received, and any additional information necessary to
demonstrate compliance with the tax increment financing plans adopted by the
City.
Section 4: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote the City Council of the City of
Baytown this the 13th day of August, 2026.
