HomeMy WebLinkAboutCC Resolution No. 3119 (Item 7.b.)RESOLUTION NO. 3119 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE CITY MANAGER TO MAKE APPLICATION TO THE U.S. DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY, GRANT PROGRAM'S DIRECTORATE, IN RESPONSE TO THE FY2026 PORT SECURITY GRANT PROGRAM (PSGP) SOLICITATION ON BEHALF OF THE BAYTOWN POLICE DEPARTMENT TO SUSTAIN THE DIVE TEAM AND TO SUPPORT EFFORTS TO BUILD AND SUSTAIN CORE CAPABILITIES ACROSS THE PREVENTION, PROTECTION, MITIGATION, RESPONSE AND RECOVERY MISSION AREAS OF THE NATIONAL PREPAREDNESS SYSTEM FOR THE PURCHASE OF ONE (1) SPECIALIZED DIVE TEAM BOAT AND ONE (1) UNDERWATER DIVE COMMUNICATIONS SYSTEM TO SUPPORT THE DIVE TEAM CAPABILITIES, IN AN AMOUNT NOT TO EXCEED FORTY-FOUR THOUSAND SEVEN HUNDRED SIXTY-TWO AND NO/100 DOLLARS ($44,762.00); DESIGNATING THE AUTHORIZED REPRESENTATIVE WITH AUTHORITY TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT MAY RESULT THEREFROM; DESIGNATING THE FINANCIAL OFFICER WITH POWER TO SUBMIT FINANCIAL AND/OR PROGRAMMATIC REPORTS OR ALTER A GRANT ON BEHALF OF THE CITY OF BAYTOWN; AND PROVIDING FOR A TWENTY-FIVE PERCENT (25%) LOCAL MATCH IN AN AMOUNT NOT TO EXCEED FOURTEEN THOUSAND NINE HUNDRED TWENTY-ONE AND NO/100 DOLLARS ($14,921.00); AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Manager of the City of Baytown is hereby authorized to make an application to the U.S. Department of Homeland Security, Federal Emergency Management Agency, Grant Program's Directorate, in response to the FY2026 Port Security Grant Program solicitation on behalf of the Baytown Police Department to sustain the DIVE team and support efforts to build and sustain core capabilities across the prevention, protection, mitigations, response, and recovery mission areas of the national Preparedness System to purchase one (1) specialized DIVE team boat and one (1) underwater DIVE communications system to support the DIVE team capabilities, in an amount not to exceed FORTY-FOUR THOUSAND SEVEN HUNDRED SIXTY-TWO AND NO/100 DOLLARS ($44,762.00); Section 2: That part of the award's obligations for the City of Baytown includes a twenty-five percent (25%) local match which is FOURTEEN THOUSAND NINE HUNDRED TWENTY- ONE AND NO/100 DOLLARS $14,921.00); broken down as follows: U.S. Department of Homeland Security/FEMA: $44,762.00 City of Baytown's Local Match $14,921.00 $59,682.00 Section 3: That it is in the best interest of the citizens of the City of Baytown that these purchases be made on behalf of the Police Department to sustain the core capabilities of the National Preparedness System for the 2026-2027 fiscal years. Section 4: That the City Manager is hereby designated as the Authorized Official for all purposes. The City Manager as Authorized Official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. Section 5: That the Director of Finance is hereby designated as the Financial Officer. The Financial Officer is given the power to submit financial and/or programmatic reports or alter a grant on behalf of the City of Baytown. Section 6: That in the event of loss or misuse of the grant funds, the City Council of the City of Baytown hereby assures the U.S. Department of Homeland Security/Federal Emergency Management Agency that such grant funds will be returned in fill. Section 7: That this resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown. NOW THEREFORE, BE IT RESOLVED that the City of Baytown approves submission of the grant application for the FY2026 Port Security Grant Program Solicitation to the U.S. Department of Homeland Security/Federal Emergency Management Agency and designates the City Manager as Authorized Official and the Director of Finance as Financial Officer. INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the City of Baytown this the 13th day of August, 2026.
