HomeMy WebLinkAbout2023 04 28 BPAC Meeting MINUTES OF THE MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN April 28, 2026 The Baytown Police Advisory Committee (BPAC) met in a Meeting on April 28, 2026, at 6:00 P.M. in the Conference Room, Public Safety Building 3200 North Main Street, Baytown, Texas 77521 with the following in attendance: Kirk Russell Vice Chairperson Andrea Rice Committee Member Jose Ortega Committee Member Rex Elliott Committee Member Sgt. Steve Jones Committee Member Marga Matthews Committee Member Michael Springer Chairperson Gabriella Gonzales Assistant Secretary John Stringer Police Chief Chairperson Michael Springer convened the April 28,2026,Baytown Police Advisory Committee (BPAC)Meeting with a quorum present at 6:01 P.M.All members were present with the exception of Committee Member Marga Matthews, and Committee Member Natalie Robinson who were absent. 1. CITIZEN COMMENTS Chairperson Michael Springer announced no citizens signed up to speak. 2. MINUTES a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on March 24,2026. A motion was made by Vice Chairperson Kirk Russell and seconded by Committee Member Rex Elliot to approve the BPAC minutes for the March 24, 2026. The vote was as follows: Ayes: Chairperson Michael Springer, Vice Chairperson Kirk Russell, Committee Member Andrea Rice, Committee Member Jose Ortega, Committee Member Rex Elliot and Committee Member Sgt. Steve Jones. Nays: None Other: Committee Member Marga Matthews(Absent),Committee Member Natalie Robinson(Absent) Approved Baytown Police Advisory Committee Meeting Minutes April 28,2026 Page 2 of 3 3. CITIZEN INPUT a. Receive citizen input concerning police outreach, community policing,officer train- ing,as well as policies and procedures. Chairperson Michael Springer announced there was no citizen input. 4. COMMUNITY INPUT a. Receive and discuss community input obtained by the Baytown Police Advisory Committee Members. Committee Member Marga Matthews arrived at 6:05 P.M. Vice Chairperson Kirk Russell and Committee Member Andrea Rice recently met with Tammy Guidry regarding potential ways to assist with services provided to the homeless community. Officer Thomas King provided resource cards created with the permission of organizations re- sources for homelessness. Committee Members requested clarification regarding funding request,removal of homeless pop- ulations, and their relocation near the City of Baytown. Chief Stringer provided an update regarding removal and relocation methods that are being ad- dressed and working with their communities to establish a plan. Committee Members shared their experiences, and interactions with homelessness, and local re- sources to share with the community. 5. BUSINESS ITEMS a. Discuss upcoming goals and consider setting any tasks and processes for future meet- ings. Assistant Secretary Gabriella Gonzales clarified with committee members the remaining 2026 meetings to be held. 6. REPORTS a. Receive a report and discuss the status of police outreach, community policing, of- ficer training and policies and procedures. Chief of Police John Stringer provided an overview regarding police outreach, community polic- ing, officer training and policies and procedures. (Exhibit A) 7. Three new officers on-boarded with the department in the last month. 2. Two officers graduated the police academy on 4/27/2026 and will begin Field Training soon. 3. A new Civil Service test will be given to begin a new hiring process, tentatively in June. Administration 1. TCOLE recently conducted an audit of personnel files and the facility requirements. The department passed with no issues noted. Policy 1. The DWI policy is currently being reviewed for relevant updates. 2. The Department Accreditation Manager is preparing for our re-accreditation in November. Training 1. In the month of March, the following training data was reported: a. Violent Crimes YTD were down 5% in March compared to 4% in February. Projected Average Change is an even 4% reduction as we continue across years. February of 2026 predicted a 3% reduction in this area. 2. Traffic crashes continue a downward trend as well, but are primarily consistent with the p Y same time periods in the previous year. So far in CY 26 data records a 5% decrease (down from 4% in February), even with an increase of 11 for the month of March. Community Engagements are continuing at all levels of the department, but most often from Uniform Services, involving uniformed officers engaging with our citizens for non- enforcement interactions. 2. March 2026 reported the highest numbers in this metric since the department began tracking them. Personnel made over 50 interventions (compared to 34 last month), ranging from assistance to shelters, as well as taking enforcement actions and encampment clean-ups.
