HomeMy WebLinkAbout2026 06 25 MDD Joint Meeting MINUTES OF THE JOINT REGULAR MEETING OF THE CITY COUNCIL AND THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT June 25, 2026 The City Council and Baytown Municipal Development District (MDD) of the City of Baytown met in a Regular Joint Meeting on Thursday, June 25, 2026, at 6:30 P.M. in the Council Chamber of the Baytown City Hall at 2401 Market Street, Baytown, Texas, with the following in attendance: Laura Alvarado Mayor Pro Tem/Vice President Kenrick Griffith Council Member/Director Jacob Powell Council Member/Director Charles Johnson Mayor/President Jason Reynolds City Manager/General Manager Kristin Holmes Assistant City Attorney/General Counsel Angela Jackson City Clerk/Assistant Secretary John Stringer Sergeant at Arms Mayor / President Charles Johnson convened the June 25, 2026 City Council and Municipal Development District (MDD) Joint Meeting with a quorum present at 6:36 P.M. All members were present with the exception of Council Member/ Director Sarah Graham, Council Member/ Director James Franco, and Council Member/Director Mike Lester who were absent. The Pledge of Allegiance, Texas Pledge and Invocation were led by the Baytown Chapter Top Ladies of Distinction members. 1. CITIZEN COMMENTS Mayor/President Charles Johnson announced citizens signed up to speak. Kate Cruz, expressed recommendations for the City of Baytown to provide new amenities at the Frank D. Murdoch Park in her neighborhood. A motion was made by Mayor Charles Johnson and seconded by Council Member Laura Alvarado to extend Ms. Cruz's time by two minutes. The vote was as follows: Ayes: Mayor/President Charles Johnson, Mayor Pro Tem/Vice President Laura Alvarado, Council Member/Director Kenrick Griffith, and Council Member/Director Jacob Powell Nays: City Council Regular Joint MDD Meeting Minutes June 25,2026 Page 2 of 15 Other: Council Member/Director Sarah Graham (Absent), Council Member/ Director James Franco (Absent), and Council Member/Director Mike Lester(Absent) Approved Cynthia Coker, 1818 Cedar Bayou Rd., shared her opinions regarding homelessness and animal resources for the residents of Baytown. A motion was made by Mayor Pro Tem Laura Alvarado and seconded by Council Member Kenrick Griffith to extend Ms. Coker's time by two minutes. The vote was as follows: Ayes: Mayor/President Charles Johnson, Mayor Pro Tem/Vice President Laura Alvarado, Council Member/Director Kenrick Griffith, Council Member/Director Jacob Powell Nays: Other: Council Member/Director Sarah Graham (Absent), Council Member/ Director James Franco (Absent), and Council Member/Director Mike Lester(Absent) Approved Troy Whiteneck, 9946 Bayou Woods Dr., expressed his recommendations regarding funding for homelessness resources and the local bus routes. 2. MUNICIPAL DEVELOPMENT DISTRICT ITEMS a. Consider approving the minutes of the City Council Regular Joint Municipal Development District meeting held on May 28,2026. A motion was made by Director Kenrick Griffith and seconded by Vice President Laura Alvarado to approve the minutes from May 28, 2026. The vote was as follows: Ayes: President Charles Johnson, Vice President Laura Alvarado, Director Kenrick Griffith, and Director Jacob Powell Nays: None Other: Director Sarah Graham (Absent), Director James Franco (Absent), and Director Mike Lester. Director of Finance Teresa McKenzie provided a presentation of the Fiscal Year 2026 — 2027. (Exhibit A) Mayor Charles Johnson announced the report was received. c. Consider a resolution setting a public hearing regarding the Baytown Municipal Development District's Fiscal Year 2026-2027 Proposed Budget. Mayor Charles Johnson announced a public hearing is set for July 09, 2026. A motion was made by Vice President Laura Alvarado and seconded by Director Kenrick Griffith to approve Resolution No. 509, for a scheduled date of July 09, 2026. The vote was as follows: Ayes: President Charles Johnson, Vice President Laura Alvarado, Director Kenrick Griffith, and Director Jacob Powell Nays: None Other: Director Sarah Graham (Absent), Director James Franco (Absent), and Director Mike Lester. (Absent) Approved RESOLUTION NO. 509 A RESOLUTION OF THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT, SETTING A DATE, TIME AND PLACE FOR THE PUBLIC HEARING ON THE PROPOSED FISCAL YEAR 2026-2027 BUDGET; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. CITY COUNCIL ITEMS—MINUTES a. Consider approving the minutes of the City Council Work Session and City Council Regular Joint Municipal Development District meeting held on May 28,2026. A motion was made by Council Member Kenrick Griffith and seconded by Mayor Pro Tem Laura Alvarado to approve the minutes of May 28, 2026. (Absent) Approved 4. RECOGNITIONS AND CITIZEN COMMUNICATIONS a. Recognize City of Baytown Employees for their Years of Service. Director of Human Resources Joey Lopez presented the item and provided a video presentation of the individuals that received the Years of Service award for the month of June. 25 YEAR Austin Little, Public Works and Engineering, Crew Leader 25 YEAR Aaron Crowell, Police Department, Assistant Chief of Police b. Present a proclamation recognizing the Baytown Chapter of Top Ladies of Distinction, Inc. for 40 years of dedicated service to the Community. Mayor Charles Johnson was joined by staff and the Baytown Chapter Top Ladies of Distinction, Inc. and presented their proclamation. 5. CITY OF BAYTOWN NOVEMBER 3,2026, GENERAL ELECTION a. Consider an ordinance calling the City of Baytown General Election to be held on November 3,2026,for the purpose of electing Council Members from District 4,5, and 6. A motion was made by Council Member Kenrick Griffith and seconded by Mayor Pro Tem Laura Alvarado to approve Ordinance No. 16,499 The vote was as follows: Ayes: Mayor Charles Johnson, Mayor Pro Tern Laura Alvarado, Council Member Kenrick Griffith, and Council Member Jacob Powell Nays: None Other: Council Member Sarah Graham (Absent), Council Member James Franco (Absent), and Council Member Mike Lester. (Absent) Approved City Council Regular Joint MDD Meeting Minutes June 25,2026 Page 5of15 ORDINANCE NO. 16,499 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, ORDEDRING THE MUNICIPAL ELECTION TO BE HELD ON THE 3RD DAY OF NOVEMBER 2026, FOR THE PURPOSE OF ELECTING THE COUNCIL MEMBER OF DISTRICTS FOUR (4), FIVE (5), AND SIX (6) FOR THE CITY OF BAYTOWN; DESIGNATING THE PLACES AND MANNER OF HOLDING SAID ELECTION; PRESCRIBING THE HOURS; ESTABLISHING THE CENTRAL COUNTING STATION; PROVIDING FOR AN EARLY VOTING BALLOT BOARD FOR EARLY BALLOTS; PROVIDING FOR THE POSTING AND PUBLICATION OF NOTICE; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. b. Consider an ordinance authorizing the City Manager to execute a Joint Election Agreement with Harris County, Texas, for the General Election to be held on November 3, 2026. Mayor Charles Johnson announced they would be taking Items 5.b., and 5.c., together. A motion was made by Council Member Kenrick Griffith and seconded by Council Member Jacob Powell to approve Items 5.b., and 5.c., as submitted. (Absent) Approved ORDINANCE NO. 16,500 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND ENTER INTO A JOINT ELECTION AGREEMENT WITH HARRIS COUNTY FOR THE GENERAL ELECTION TO BE HELD ON THE 31zD DAY OF NOVEMEBER, 2026, UNDER TERMS AND CONDITIONS ACCEPTABLE TO THE CITY MANAGER AND THE CITY ATTORNEY AUTHORIZING PAYMENT THERFOR IN AN AMOUNT NOT TO EXCEED ONE HUNDRED TWENTY-FIVE THOUSAND AND NO/100 DOLLARS ($125,000.00); AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. ORDINANCE NO. 16,501 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND ENTER INTO A JOINT ELECTION AGREEMENT WITH CHAMBERS COUNTY FOR THE GENERAL ELECTION TO BE HELD ON THE 3RD DAY OF NOVEMBER, 2026, UNDER TERMS AND CONDITIONS ACCEPTABLE TO THE CITY MANAGER AND THE CITY ATTORNEY AUTHORIZING PAYMENT THEREFOR IN AN AMOUNT NOT TO EXCEED THIRTY THOUSAND AND NO/100 DOLLARS ($30,000.00); AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 6. PROPOSED ORDINANCES a. Consider an ordinance regarding proposed text amendments to the Unified Land Development Code (ULDC) to change Section 2.31 Consolidated Use Table; to change Section 2.33 Use Specific Standards; and to change Article 10 Word Usage. Mayor Charles Johnson informed the City Council this item will be tabled to have all Council Members present for discussion at a future date. Director of Planning and Development Services Martin Scribner provided a presentation regarding the amendments to the Unified Land Development Code. (Exhibit B) Jeanne Hines, 1209 Dwinnell St., expressed her concerns regarding potential short-term rental tenants in her neighborhood. A motion was made by Mayor Pro Tem Laura Alvarado and seconded by Council Member Kenrick Griffith to table this item for a future meeting. The vote was as follows: Ayes: Mayor Charles Johnson, Mayor Pro Tern Laura Alvarado, Council Member Kenrick Griffith, and Council Member Jacob Powell Nays: None Other: Council Member Sarah Graham (Absent), Council Member James Franco (Absent), and Council Member Mike Lester. (Absent) Approved 7. PROPOSED RESOLUTIONS City Council Regular Joint MDD Meeting Minutes June 25,2026 Page 7 of 15 a. Consider a resolution granting the petition for the proposed annexation of approximately 60 acres of land, located at 5359 East Grand Parkway South, Chambers County. Mayor Charles Johnson announced Item 7.a., will be pushed to a future meeting, potentially July 09, 2026. 8. CONSENT A motion was made by Mayor Pro Tem Laura Alvarado and seconded by Council Member Jacob Powell to approve Items 8.a., thru Items 8.1., with the exception of Item 8.b., and Item 8.d. Consider an ordinance to amend the Fiscal Year 2026 budget for encumbrances carried forward from Fiscal Year 2025, interfund transfers, capital projects, and contributions made to departments. ORDINANCE NO. 16,502 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2026 BUDGET FOR ENCUMBRANCES CARRIED FORWARD FROM FISCAL YEAR 2025 INTERFUND TRANSFERS, CAPITAL PROJECTS, AND CONTRIBUTIONS MADE TO DEPARTMENTS; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. b. Consider an ordinance authorizing the award of the Light Towing and Storage Services for Baytown Wrecker Service Inc. and Lindsey's Automotive LLC. Chief of Police John Stringer, provided a summary regarding the award for towing and storage services. Mayor and Council Members expressed appreciation for the work that staff has committed to this process and requested clarification regarding the reason for contracts and selected tow companies. City Manager Jason Reynolds provided details regarding the process of bidding and the required votes to pass the item. Mayor Charles Johnson announced a citizen signed up to speak. David Kostka, 301 E. Canal, Highlands, TX, shared his concerns regarding the policies for towing services and effects it had on his business. Mayor and Council Members expressed appreciation for Mr. Kostka coming in to share his concerns and the extra efforts city staff made to accommodate the request for proposals(RFP). City Manger Jason Reynolds shared the time frames associated with a motion not passing or item being pushed to another meeting. A motion was made by Council Member Kenrick Griffith, with no second motion to approve tabling Item 8.b., for further discussion; the motion did not receive a second. Mayor Charles Johnson called three more times for a second. The motion failed. A motion was made by Council Member Jacob Powell and seconded by Mayor Pro Tem Laura Alvarado to approve Ordinance No. 16,511, as submitted. (Absent) Approved ORDINANCE NO. 16,511 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE AWARD OF LIGHT TOWING AND STORAGE SERVICES TO LINDSEY'S WRECKER SERVICE LLC AND BAYTOWN WRECKER SERVICE INC; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. c. Consider approval of an ordinance amending the Mobile Food Unit ordinance to align with House Bill 2844 and applicable state law. City Council Regular Joint MDD Meeting Minutes June 25,2026 Page 9 of 15 ORDINANCE NO. 16,503 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AMENDING CHAPTER 42 "HEALTH AND SANITATION," ARTICLE IV "FOOD AND FOOD SERVICE ESTABLISHMENTS," DIVISION 1 "GENERALLY," SECTION 42-153 "MOBILE FOOD ESTABLISHMENTS"; PRESCRIBING A MAXIMUM PENALTY OF TWO THOUSAND AND NO/100 DOLLARS ($2,000.00); PROVIDING A REPEALING CLAUSE; CONTAINING A SAVINGS CLAUSE; AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE THEREOF. d. Consider an ordinance approving an agreement between City of Baytown and Native Construction for the removal and disposal of derelict fishing piers and construction of four new fishing piers at the Baytown Nature Center. Mayor Charles Johnson announced a citizen signed up to speak. Troy Whiteneck, 9946 Bayou Woods Dr., expressed concern for the fishing piers rebuild after a Texas Parks and Wildlife report for fish consumption. Council Member Kenrick Griffith expressed appreciation to City staff for addressing and making this happen. A motion was made by Council Member Kenrick Griffith and seconded by Council Member Jacob Powell to approve Ordinance No. 16,512 as submitted. ORDINANCE NO. 16,504 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE AND THE CITY CLERK TO ATTEST TO AN AGREEMENT WITH LIBRARY INTERIORS OF TEXAS THROUGH CHOICE PARTNERS COOPERATIVE TO MOVE THE STERLING MUNICIPAL LIBRARY TO A TEMPORARY LOCATION; AUTHORIZING A TOTAL PAYMENT NOT TO EXCEED TWO- HUNDRED, SIX-THOUSAND, TWO-HUNDRED, THIRTY-FIVE AND 44/100 DOLLARS ($206,235.44); MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. f. ORDINANCE NO. 16,506 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE PAYMENT IN AN AMOUNT NOT TO EXCEED FORTY-THREE THOUSAND, FIVE- HUNDRED, NINETY-FOUR AND 00/100 DOLLARS ($43,594.00) TO STRYKER CORPORATION FOR A ONE-YEAR MAINTENANCE AGREEMENT FOR MAINTENANCE AND REPAIR OF EMS EQUIPMENT; MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. h. Consider an ordinance approving an Interlocal Agreement with the City of Houston for reimbursement for staffing, apparatus, and supplies for the 2026 FIFA World Cup. ORDINANCE NO. 16,507 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE AND THE CITY CLERK TO ATTEST TO AN INTERLOCAL AGREEMENT WITH THE CITY OF HOUSTON FOR REIMBURSEMENT FOR STAFFING, APPARATUS, AND SUPPLIES FOR THE 2026 FIFA WORLD CUP; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. i. Consider an ordinance authorizing the purchase of Fire Department Uniforms from Impact Promotional Services,through the Purchasing Cooperative,Buyboard. ORDINANCE NO. 16,508 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE PURCHASE OF FIRE DEPARTMENT UNIFORMS FROM IMPACT PROMOTIONAL SERVICES, LLC THROUGH THE PURCHASING COOPERATIVE BUYBOARD PROGRAM, CONTRACT #773-25, AND AUTHORIZING PAYMENT NOT TO EXCEED ONE HUNDRED FIFTY-FIVE THOUSAND AND NO/100 DOLLARS ($155,000.00); MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. ORDINANCE NO. 16,509 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, APPROVING A LEGAL SERVICES RETENTION AGREEMENT BETWEEN THE BAYTOWN AREA WATER AUTHORITY AND BAKER WOTRING L.L.P. FOR LITIGATION AND LEGAL SERVICES AND APPROVING PAYMENT BY THE BAYTOWN AREA WATER AUTHORITY IN AN AMOUNT NOT TO EXCEED ONE MILLION DOLLARS ($1,000,000.00); MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. k. MANAGER'S REPORT • Police Department o Recognized our Police Department for being commended by the Harris County District Attorney's Office for their investigative work on a capital murder case. The officers were praised for going above and beyond to ensure the case was handled properly. Their professionalism and dedication help keep our community safe, and we thank them for everything they do. A big thank you to the Police Department for prioritizing mental health. • Human Resources o The HR team hosted a regional meeting on June 10th to connect with fellow municipal HR professionals. The regional meeting was a success,bringing 24 local HR professionals together for meaningful connection, learning, and collaboration. Attendees engaged in discussions around mental health, enjoyed opportunities to recharge, and left with practical takeaways to support both personal and professional well-being. Kudos to the HR team for delivering such a well-executed and impactful meeting. Mr. Reynolds expressed appreciation for all the HR department does. 11. COUNCIL MEMBER DISTRICT REPORT a. Receive a report from Council Member Jacob Powell regarding projects, programs and events in District No. 5. The team sits at 3-3 as of June 22 and plans to make up missed games. They average 123 fans per home game,have four local interns supporting game-day operations, and have secured national sponsors including Dr Pepper, Turtlebox, and Memorial Hermann. The Bulkheads also stand out by providing certified physical therapists at all games and offering a branded Turtlebox product for dugout use and fan giveaways. Community engagement remains a priority, with upcoming youth camps and partnerships with Goose Creek CISD and local Little Leagues. • Public Works and Engineering o Ditch maintenance was performed along the roadside drainage ditches near the intersection of Sterling Dr. and George St. Pipe culverts were installed at 311 and 314 Bayou Bend Drive. Mayor Charles Johnson shared the latest news and events with Sterling Library. Assistant City Attorney Kristin Holmes clarified on Item 7.a., regarding the annexation request may not be addressed until after July 09,2026 meeting. 12.
