OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND
EMERGENCY MEDICAL SERVICES DISTRICT
May 19, 2026
The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Special Meeting on Tuesday, May 19, 2026, at 4:30
P.M., in the Hullum Conference Room of the Baytown City Hall, 2401 Market Street, Baytown,
Texas with the following in attendance:
Barry L Hawkins
President
Mirtha Morales
Vice President
Carol Heathcock
Director
Jamari Gilbert
Director
Carol Flynt Assistant General Manager
Vance Hinds Assistant General Counsel
Gabriella Gonzales Acting Secretary
President Barry L. Hawkins convened the May 19, 2026, FCPEMSD Board Special Meeting
with a quorum present at 4:35 P.M., all members were present with the exception of Directors
Abraham Carrillo and Victor Medrano who were absent.
1. CITIZEN COMMENTS
President Barry L. Hawkins announced no one signed up to speak.
2. MINUTES
a. Consider approving the minutes of the Baytown Fire Control, Prevention, and
Emergency Medical Services District Regular Meeting held on April 21, 2026.
A motion was made by Director Jamari Gilbert, and seconded by Director Carol Heathcock to
approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services
District Regular Meeting held on April 21, 2026, as submitted. The vote was as follows:
Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Carol
Heathcock, Director Jamari Gilbert
Nays: None
Other: Director Abraham Carrillo (Absent), Director Victor Medrano (Absent)

3. BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL
SERVICES DISTRICT FISCAL YEAR 2026-2027 PROPOSED BUDGET
a. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services
District Fiscal Year 2026-2027 Proposed Budget.
Assistant Director of Finance/Controller Lunette Leon presented an overview of the Baytown
Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2026-2027
Proposed Budget related to agenda Item 3.a. (Exhibit A)
President Barry L. Hawkins acknowledged receipt of the Baytown Fire Control, Prevention, and
EMS District Fiscal Year 2026-2027 Proposed Budget.
b. Set a public hearing for the Baytown Fire Control, Prevention, and Emergency
Medical Services District Fiscal Year 2026-2027 Proposed Budget.
President Barry L. Hawkins announced the public hearing related to Item 3.b., will be set for
Tuesday, June 16, 2026, at 4:30 P.M.
A motion was made by Director Jamari Gilbert, and seconded by Vice President Mirtha Morales
to approve Resolution No. 131, related to Item 3 .b. The vote was as follows:
Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Carol
Heathcock, Director Jamari Gilbert
Nays: None
Other: Director Abraham Carrillo (Absent), Director Victor Medrano (Absent)

RESOLUTION NO. 130
A RESOLUTION OF THE BAYTOWN FIRE CONTROL, PREVENTION,
AND EMERGENCY MEDICAL SERVICES DISTRICT, SETTING A DATE,
TIME AND PLACE FOR A PUBLIC HEARING ON THE PROPOSED FISCAL
YEAR 2026-2027 BUDGET; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
4. MANAGER'S REPORT
a. The next Baytown Fire Control, Prevention, and Emergency Medical Services
District meeting is scheduled for Tuesday, June 16, 2026, at 4:30 P.M. in the Hullum
Conference Room located at City Hall, 2401 Market Street, Baytown, Texas.

Assistant General Manager Carol Flynt presented Item 4. a. and reminded the Board the next
Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for
Tuesday, June 16, 2026, at 4:30 P.M.
5. ADJOURN
With there being no further business to discuss, a motion was made by Director Jamari Gilbert
and seconded by Director Carol Heathcock to adjourn the May 19, 2026, FCPEMSD Board
Special Meeting at 4:41 P.M. The vote was as follows:
Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Carol
Heathcock, Director Jamari Gilbert
Nays: None
Other: Director Abraham Carrillo (Absent), Director Victor Medrano (Absent)
