HomeMy WebLinkAbout2026 06 10 BAWA Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY June 10, 2026 The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Special Meeting on June 10, 2026, at 5:00 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith President Frank McKay III Vice President Alyssa Linares Director David Start, Jr. Director Brant Gary Assistant General Manager Scott Lemond General Counsel Angela Jackson Assistant Secretary President Brenda Bradley Smith convened the June 10, 2026, BAWA Board Special Meeting with a quorum present at 5:00 P.M., all members were present. 1. CITIZEN COMMENTS President Brenda Bradley Smith announced no one signed up to speak. 2. PROPOSED RESOLUTIONS a. Consider a resolution authorizing the submission of an Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) Grant Application to the Texas Water Development Board (TWDB) in the amount of $9,685,000.00, for the PFAS treatment project at the Baytown Area Water Authority Surface Water Treatment Plants. Senior Project Manager Ms. Lindsay Kovar, with BGE, Inc. provided an overview of agenda item 2.a. and stated this proposed resolution authorizes the Baytown Area Water Authority to submit an Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) Grant Application and execute all necessary documents related to the Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) treatment project at both Baytown Area Water Authority Surface Water Treatment Plant. The grant is in the amount of $9,685,000.00, in the form of 100 percent principal forgiveness, and no local match is anticipated at this time. Further Ms. Kovar stated the City is seeking funding under the Texas Water Development Board's EC-SDC Grant Program to support the testing, planning and design phases associated with treatment of PFAS at the water treatment plants. Once these items are completed they can apply for additional funding for the construction phase. A motion was made by Vice President Frank McKay III, and seconded by Director David Start, Jr. to approve Resolution No. 2026-12, related to Item 3.a. The vote was as follows: BAWA Board Special Meeting Minutes June 10, 2026 Page 2 of 2 Ayes: President Brenda Bradley Smith, Vice President Frank McKay III, Director Alyssa Linares, Director David Start, Jr. Nays: None Approved RESOLUTION NO.2026-12 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY APPROVING THE SUBMISSION OF AN APPLICATION FOR FINANCIAL ASSISTANCE TO THE TWDB UNDER THE EMERGING CONTAMINANTS IN SMALL OR DISADVANTAGED COMMUNITIES PROGRAM; AND MATTERS RELATED THERETO. 3. MANAGER'S REPORT a. The next Baytown Area Water Authority meeting is scheduled for Wednesday, June 17, at 5:00 p.m., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. Assistant General Manager Brant Gary reminded the Board Members of their next Baytown Area Water Authority meeting, which is scheduled for Wednesday, June 17, 2026, at 5:00 P.M. 4. ADJOURN A motion was made by Director Alyssa Linares, and seconded by Director David Start, Jr. to adjourn the June 10, 2026 Baytown Area Water Authority Board Special Meeting at 5:06 P.M.
