OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT
June 9, 2026
The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Special Meeting on Tuesday, June 9, 2026, at 4:30 P.M., in the Council Chamber of the Baytown
City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:
Nicholas Rice President
Charles Eugene Murrell Vice President
Lloyd J. Herrera Director
David Start, Jr. Director
Jason Reynolds General Manager
Kristin Holmes Assistant General Counsel
Gabriella Gonzales Acting Secretary
President Nicholas Rice convened the June 9, 2026, CCPD Board Special Meeting with a
quorum present at 4:33 P.M., all members were present with the exception of Directors Loretta
White and Rikki Wheeler who were both absent.
1. CITIZEN COMMENTS
President Nicholas Rice announced no one signed up to speak.
2. PUBLIC HEARINGS
a. Conduct the first public hearing regarding the Baytown Crime Control and
Prevention District Fiscal Year 2026-2027 Proposed Budget.
At 4:34 P.M., President Nicholas Rice opened the first public hearing regarding the Baytown
Crime Control and Prevention District Fiscal Year 2026-2027 Proposed Budget and offered any
additional information from the Staff.
Chief Financial Officer Teresa McKenzie stated the budget remains the same with the exception
of the correction of the election date on the summary page of the proposed budget.
President Rice opened the item for any questions from the Board and there being none, he asked
for clarification as it relates to the line item increase for the upgrade of four mobile cameras to
solar power from batteries. Staff responded this line item is for mobile trailer platforms used for
security for parking lots and etc., and this item is to replace the batteries for these mobile security
units. Also, President Rice asked for further clarification on the line item increase for the Axon
software program and Staff responded in order to keep up with technology and/or advancements
the equipment needs to be replaced and software updated.

Additionally, General Manager Jason Reynolds elaborated that Axon is a standard operations
item that needs to be funded by the General Fund and as much as they would like to it is not
always plausible.
President Rice announced no one had signed up to speak on the hearing.
At 4:39 P.M., President Rice closed the first public hearing regarding the Baytown Crime
Control and Prevention District Fiscal Year 2026-2027 Proposed Budget.
b. Conduct the second public hearing regarding the Baytown Crime Control and
Prevention District Fiscal Year 2026-2027 Proposed Budget.
At 4:39 P.M., President Nicholas Rice opened the second public hearing regarding the Baytown
Crime Control and Prevention District Fiscal Year 2026-2027 Proposed Budget.
President Rice announced no one had signed up to speak on the hearing.
At 4:39 P.M., President Rice closed the second public hearing regarding the Baytown Crime
Control and Prevention District Fiscal Year 2026-2027 Proposed Budget.
3. REPORTS
a. Receive status reports on crime and safety statistics and programs funded through
the Crime Control Prevention District.
President Nicholas Rice stated there is no report at this time.
4. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, July 7, 2026, at 4:30 P.M., in the Council Chamber located at City Hall, 2401
Market Street, Baytown, Texas 77520.
General Manager Jason Reynolds reminded the Board Members of their next Baytown Crime
Control and Prevention District meeting, which is scheduled for Tuesday, July 7, 2026, at 4:30
P.M.
5. ADJOURN
With there being no further business to discuss, a motion was made Director David Start, Jr. and
seconded by Director Lloyd J. Herrera to adjourn the June 9, 2026, Baytown Crime Control and
Prevention District Board Special Meeting at 4:40 P.M. The vote was as follows:
Ayes: President Nicholas Rice, Vice President Charles Eugene Murrell, Director Lloyd
J. Herrera, Director David Start, Jr.
