HomeMy WebLinkAbout2026 04 16 City Council Special Meeting MINUTES OF THE CITY COUNCIL OF THE CITY OF BAYTOWN PARTICIPATING IN THE EXXONMOBIL BAYTOWN EVENTS CENTER AND STERLING LIBRARY RENOVATION PLAN CONCEPTUAL DESIGN PUBLIC FORUM OF THE CITY COUNCIL OF THE CITY OF BAYTOWN April 16, 2026 The City Council of the City of Baytown, Texas, met in a Public Forum Meeting on Thursday, April 16, 2026, at 6:00 P.M. in the City of Baytown Community Center Auditorium, Baytown, Texas,with the following in attendance: Laura Alvarado Mayor Pro Tem Sarah Graham Council Member Kenrick Griffith Council Member James Franco Council Member Mike Lester Council Member Charles Johnson Mayor Jason Reynolds City Manager Scott Lemond City Attorney Miriam Hernandez Acting City Clerk Mayor Charles Johnson convened the April 16,2026 Public Forum Meeting with a quorum present at 6:02 P.M. All members were present at announcement of quorum with the exception of Mayor Pro Tem Laura Alvarado who arrived at 6:07 P.M, Council Member Sarah Graham who arrived at 6:29 P.M., and Council Member Jacob Powell who was absent. 1. PUBLIC EVENT a. The Baytown City Council will participate in the ExxonMobil Baytown Events Center (EMBEC) & Sterling Library Renovation Plan Conceptual Design Public Forum. Mayor Charles Johnson noted the purpose of the public forum is to have dialogue with the design team,therefore comments will be held after the presentation and discussion. Mayor and Council Members participated in the public forum. Mayor Charles Johnson opened the citizen comments portion of the meeting at 7:40 P.M. and announced citizens signed up to speak. Theresa Blackwood, 113 Crow Rd, expressed the impact for the City of Baytown regarding the funding for the operation of the event center. Miranda Rodriguez, 5215 Lake Trout Ln, a coach at Goose Creek Memorial High School expressed the need and potential for student athletes of Baytown to benefit from this new facility. City Council Special Meeting Minutes April 16,2026 Page 2 of 2 Richard Cabrera, 4515 Ponderosa Dr, shared his opinions regarding the placement of the facility and accommodations for parking and scenic views of the facility. Dr.June Stansky,4601 Driftwood Dr, expressed her recommendations for the timing of the forum and location of the event center and impact it will have on the City of Baytown. Dominic Hughes, 37723 Dogwood Trail, shared his opinions and concerns regarding the City's prior investments and effects from promoting this event center. 2.
