RESOLUTION NO. 3095 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE CITY MANAGER TO MAKE APPLICATION TO THE U.S. DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY, GRANT PROGRAM'S DIRECTORATE, IN RESPONSE TO THE FY2026 PORT SECURITY GRANT PROGRAM (PSGP) SOLICITATION ON BEHALF OF THE BAYTOWN POLICE DEPARTMENT TO SUSTAIN THE DIVE TEAM AND TO SUPPORT EFFORTS TO BUILD AND SUSTAIN CORE CAPABILITIES ACROSS THE PREVENTION, PROTECTION, MITIGATION, RESPONSE AND RECOVERY MISSION AREAS OF THE NATIONAL PREPAREDNESS SYSTEM, IN THE AMOUNT OF NINETY-FOUR THOUSAND EIGHTY-NINE AND NO/100 DOLLARS ($94,089.00); DESIGNATING THE AUTHORIZED REPRESENTATIVE WITH AUTHORITY TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT MAY RESULT THEREFROM; DESIGNATING THE FINANCIAL OFFICER WITH POWER TO SUBMIT FINANCIAL AND/OR PROGRAMMATIC REPORTS OR ALTER A GRANT ON BEHALF OF THE CITY OF BAYTOWN; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Manager of the City of Baytown is hereby authorized to make an application to the U.S. Department of Homeland Security, Federal Emergency Management Agency, Grant Program's Directorate, in response to the FY2026 Port Security Grant Program solicitation on behalf of the Baytown Police Department to sustain the DIVE team and support efforts to build and sustain core capabilities across the prevention,protection, mitigation, response and recovery mission areas of the National Preparedness System, in the amount of NINETY- FOUR THOUSAND EIGHTY-NINE AND NO/100 DOLLARS ($94,089.00); Section 2: That part of the award's obligations for the City of Baytown includes a twenty-five percent (25%) local match which is THIRTY-ONE THOUSAND THREE HUNDRED SIXTY- THREE AND NO/100 DOLLARS ($31,363.00); broken down as follows: U.S. Department of Homeland Security/FEMA: $ 94,089.00 City of Baytown's Local Match $ 31,363.00 $125,452.00 Section 3: That it is in the best interest of the citizens of the City of Baytown that these purchases be made on behalf of the Police Department to sustain the core capabilities of the National Preparedness System for the 2026-2027 fiscal years. Section 4: That the City Manager is hereby designated as the Authorized Official for all purposes. The City Manager as Authorized Official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. Page 1 of 2 Section 5: That the Director of Finance is hereby designated as the Financial Officer. The Financial Officer is given the power to submit financial and/or programmatic reports or alter a grant on behalf of the City of Baytown. Section 6: That in the event of loss or misuse of the grant funds, the City Council of the City of Baytown hereby assures the U.S. Department of Homeland Security/Federal Emergency Management Agency that such grant funds will be returned in full. Section 7: That this resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown.
