HomeMy WebLinkAboutCC Resolution No. 3094 (Item 7.a) RESOLUTION NO. 3094 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE CITY MANAGER TO MAKE AN APPLICATION TO THE OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE'S HOMELAND SECURITY GRANT DIVISION, IN RESPONSE TO THE FY2026 URBAN AREA SECURITY INITIATIVE - REGULAR PROJECTS (UASI-R) SOLICITATION CONCERNING GRANT # 599803-01 ON BEHALF OF THE FIRE DEPARTMENT TO SUSTAIN THE HAZMAT TEAM; DESIGNATING THE AUTHORIZED REPRESENTATIVE WITH AUTHORITY TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT MAY RESULT THEREFROM; DESIGNATING THE FINANCIAL OFFICER WITH POWER TO SUBMIT FINANCIAL AND/OR PROGRAMMATIC REPORTS OR ALTER A GRANT ON BEHALF OF THE CITY OF BAYTOWN; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Manager of the City of Baytown is hereby authorized to make an application to the Office of the Governor, Public Safety Office' s Homeland Security Grant Division, in response to the FY2026 Urban Area Security Initiative- Regular Projects (UASI- R) solicitation concerning Grant# 599803-01 on behalf of the Fire Department to sustain the HazMat Team; Section 2: That it is in the best interest of the citizens of the City of Baytown that the Baytown Fire Department HazMat Team — Soft Targets Protection Project be operated for the 2026 (Year); and Section 3: That the City Manager is hereby designated as the Authorized Official for all purposes. The City Manager as Authorized Official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. Section 4: That the Director of Finance is hereby designated as the Financial Officer. The Financial Officer is given the power to submit financial and/or programmatic reports or alter a grant on behalf of the City of Baytown. Section 5: That in the event of loss or misuse of the grant funds, the City Council of the City of Baytown hereby assures the Office of the Governor of the State of Texas that such grant funds will be returned in full. Section 6: That there is no local match required for this project. Section 7: That this resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown. NOW THEREFORE, BE IT RESOLVED that the City of Baytown approves submission of the grant application for the FY2026 Urban Area Security Initiative (UASI) Houston Regular Pagel of 2 Solicitation to the Office of the Governor and designates the City Manager as Authorized Official and the Director of Finance as Financial Officer.
