All members were present. The Pledge of Allegiance, Texas Pledge, and Invocation were led by Council Member Jacob Powell. 1. CITIZEN COMMENTS Mayor Charles Johnson announced citizens signed up to speak. Brandon Terry, 8011 Sugar Cane Dr., shared concerns regarding the policies and procedures of the towing contract with the City of Baytown and its impact on those businesses. David Issac, 2812 Landmark Dr., expressed his opinions regarding the individuals representating the City of Baytown and emphasized the need to hold those individuals accountable. 2. MINUTES a. Consider approving the City Council minutes of the Municipal Development District and City Council Joint Meeting held on February 26, 2026. A motion was made by Council Member Sarah Graham and seconded by Council Member Kenrick Griffith to approve the minutes for February 26, 2026, as submitted. RECOGNITIONS AND CITIZEN COMMUNICATIONS a. Recognize City of Baytown Employees for their Years of Service. Director of Human Resources, Joey Lopez presented the item and provided a video presentation for the employee that received the 25 Years of Service award for the month of March. 25 YEAR Levi Masterson, ITS, Server System Manager b. Present a proclamation recognizing Sisters Savoring the Spectrum. Mayor Charles Johnson read the proclamation recognizing Sisters Savoring the Spectrum in Bay- town. Brittany Doyle a member of Sisters Savoring Spectrum provided an overview of their program and expressed her appreciation to all those that help to support the cause. 4. PUBLIC HEARINGS a. Conduct a public hearing to amend Section 2.25 (g) of the Unified Land Development Code to incorporate language from Ordinance No. 15,756 reaffirming that Planned Unit De- velopments ("PUDs") shall not automatically expire, but shall remain in effect until the PUD is amended or the property in question is reclassified to another zoning district. At 7:17 P.M., Mayor Charles Johnson opened the public hearing considering amending Section 2.25 (g) of the Unified Land Development Code. Director of Planning and Development Services Martin Scribner summarized the subject matter of the hearing. The vote was as follows: Ayes: Mayor Charles Johnson, Mayor Pro Tern Laura Alvarado, Council Member Sarah Graham, Council Member Kenrick Griffith, Council Member James Franco, Council Member Jacob Powell and Council Member Mike Lester Nays: None Approved ORDINANCE NO. 16,429 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAY - TOWN, TEXAS, CHAPTER III "UNIFIED LAND DEVELOPMENT CODE," ARTICLE 2 "ZONING DISTRICTS AND DIMENSIONAL STANDARDS, "DIVISION 2.2 "ZONING DISTRICTS AND DIMEN- SIONAL STANDARDS," SECTION 2.25 "PLANNED UNIT DEVELOP- MENT," TO ADD SUBSECTION G, "EXPIRATION OF PLAN DETAIL;" PROVIDING A REPAEALING CLAUSE; CONTAINING A SAVINGS CLAUSE; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. C. Conduct a public hearing for a proposed text amendment to Chapter 111, Unified Land Development Code (ULDC) of the Baytown Code of Ordinances to revise Divisions 2.32, 2.33, 2.35, 2.36, and 10.2 of the ULDC, regarding shipping containers, and the definition of container or shipping container as it applies to the 2025 code. Director of Planning and Development Services Martin Scribner informed the City Council that Assistant Director of Planning and Development Services Calvin Abram will take this item. At 7:22 P.M., Mayor Charles Johnson opened the public hearing regarding an amendment to Chapter 111. Assistant Director of Planning and Development Services Calvin Abram summarized the subject matter of the hearing. (Exhibit B) The Planning and Zoning Commission held the required public hearings with no major concerns nor comments. Mr. Abram relayed the Planning and Zoning Commission and staff recommended approval. At 7:33 P.M., Mayor Charles Johnson closed the public hearing regarding an amendment to Chapter 111. 5. PROPOSED ORDINANCES City Council Regular Meeting Minutes March 23, 2026 Page 4 of 12 a. Consider a resolution of the City Council of the City of Baytown extending the Civil Service Line of Duty Injury Leave of Absence of Firefighter Vanessa Chavez. Mayor Charles Johnson announced they would take this item with Item 12.c., in Executive Session. b. Consider an ordinance authorizing the declaration of surplus property, setting of fair market value, and approving the donation for public use to Goose Creek Consolidated Inde- pendent School District (GCCISD) of eleven (11) vehicles. Chief of Police John Stringer provided details regarding their request to donate vehicles to the Goose Creek Consolidated Independent School District. Council Members requested clarification regarding the policies and procedures regarding the City inventory and expressed their appreciation to the Baytown Police Department for their efforts to assist the community. A motion was made by Council Member Sarah Graham and seconded by Mayor Pro Tern Laura Alvarado to approve Ordinance No. 16,430, as submitted. The vote was as follows: Ayes: Mayor Charles Johnson, Mayor Pro Tern Laura Alvarado, Council Member Sarah Graham, Council Member Kenrick Griffith, Council Member James Franco, Council Member Jacob Powell and Council Member Mike Lester Nays: None Approved ORDINANCE NO. 16,430 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAY - TOWN, TEXAS, DECLARING ELEVEN (11) POLICE VEHICLES AS SUPRLUS AND AUTHORIZING AND DIRECTING THE CITY MAN- AGER TO EXECUTE AN EQUIPMENT DONATION OF ELEVEN (11) POLICE VEHICLES TO GOOSE CREEK CONSOLIDATED INDE- PENDENT SCHOOL DISTRICT FOR PUBLIC USE; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 6. PROPOSED RESOLUTIONS a. Consider a resolution authorizing the publication of the Notice of Intent (NOI) to is- sue Certificates of Obligation; approving the preparation of one or more preliminary official statements; and providing for the effective date thereof. Director of Finance Teresa McKenzie provided a summarized notice of intent. A motion was made by Mayor Pro Tern Laura Alvarado and seconded by Council Member Mike Lester to approve Resolution No. 3085, as submitted. REPORTS a. Receive the City of Baytown Annual Comprehensive Financial Report for the fiscal year ending September 30, 2025. Director of Finance Teresa McKenzie provided a summary regarding the Annual Audit, and intro- duced CPA Manager Steven Smith with Weaver and Tidwell. Mr. Smith provided a presentation of the financial report for the fiscal year ending September 30, 2025. (Exhibit C) Council Members sought clarification regarding how the 101 days of reserves will be utilized and that following years presenting the single audit reports and financial report together for con- sistency. Council Members expressed appreciation for the Finance Department and all their hard work to complete these reports. City Manager Jason Reynolds thanked all those that have been involved to ensure these reports would be complete. Mayor Charles Johnson acknowledged the report was received. 8. CONSENT A motion was made by Council Member Kenrick Griffith and seconded by Council Member Jacob Powell to approve Item 8.a., through Item 8.i., with the exception of Item 8.d. C. Consider an ordinance authorizing Amendment No. 2 for the Progressive Design - Build Agreement with Baytown Waterworks Partners, a McCarthy and Carollo Joint -Ven- ture, for the Baytown Area Water Authority East Surface Water Plant Phase 2 Expansion Project. Consider an ordinance authorizing the Baytown Household Hazardous Waste Col- lection Day that is tentatively scheduled for Saturday, April 18, 2026, at the City of Baytown Storage Facility, located at 1200 Lee Drive, Baytown, Texas, from 9:00 A.M. to 2:00 P.M. Council Member Mike Lester shared with the City Council the importance of this event provided to the residents. Engineer of Planning and Development Juan Macias provided details of the event being held. A motion was made by Council Member Mike Lester and seconded by Mayor Pro Tem Laura Alvarado to approve Item 8.d., as submitted. MANAGER'S REPORT City Manager Jason Reynolds presented the Manager's Report: o Human Resources, Police, Fire, Public Development Services, and Public Works and Engineering (PWE) teams participated in Lee High School's Career Day, leading interactive sessions and engaging at the career fair to showcase City of Baytown opportunities and inspire future public serv- ants. Thank you to everyone who represented the City! o Jonathon Traigle and Faisal Saeed from PWE recently earned their SB102 Certifications. Congratulations to both of you — keep up the great work! o A big shout -out to the PWE Streets Division for being recognized by Hire Gulf Coast Youth in appreciation of their participation and outstanding contributions at their recent career fair. COUNCIL MEMBER DISTRICT REPORT a. Receive a report from Council Member Jacob Powell regarding projects, programs and events in District No. 5. Council Member Jacob Powell reported the current projects, programs and events of District 5: District 5 continues to see new business development, with the following locations in progress: o Jindal Pipe Inc. USA (1411 S FM 565 Unit A) o Panda Express (8451 N SH 146) o Swift Sjolander (8000 E IH 10) o Chambers Commons — Credit Union Remodel (8535 N SH 146 Suite 140) o Plaza Shops at Baytown — Shell Only Retail Center Buildings (3318 North Main St) • Public Works and Engineering (PWE) o Street maintenance progress continues on Tompkins Rd. panel replacement project. o Chambers Commons Lift Station Project construction has been completed; crews are addressing remaining punch list items. • Parks Recreation and Tourism o Jenkins Park Updates • Collegiate summer baseball is coming to Jenkins Park as Baytown debuts the Baytown Bulkheads in the new Cowboy Collegiate League. This multi -year partnership brings high-level competition and family -friendly City Council Regular Meeting Minutes March 23, 2026 Page 11 of 12 entertainment, with the Bulkheads facing teams from cities like Pearland, Tyler, Wichita Falls, and Denton. Season details and ticket information will be announced soon. Parks and ITS are upgrading Jenkins Park Baseball fields with high-speed fiber and enhanced Wi-Fi coverage, improving connectivity for players, visitors, and live streaming. The project is in early planning and site evalu- ation phase, with completion expected later this year. Jenkins Park's Parkrun has been going strong since June 2025, with con- sistent volunteer support and only two cancellations to date. The free weekly event —open to walkers and runners alike —has welcomed approx- imately 1,450 runners over 39 events, with its rare "J" designation contin- uing to attract parkrun tourists. More information can be found at parkrun.us/Jenkins Park. The 2026 Baytown Disc Golf Festival at Jenkins Park Disc Golf Course is scheduled for October and is expected to attract players and fans from across Texas and Louisiana for an exciting, professionally organized event featuring major cash prizes sponsored by Lyte Fiber. The new signage for Neighborhood and Pocket Parks is nearly complete! This project follows the 2020 Parks Master Plan and the standards set in Jenkins Park's Perfect Trail Project to make our parks easier to navigate and enjoy. The beloved alligator slide is back at Jenkins Park splash pad! After a sea- sonal refurbishment, it's freshly painted and ready for fun. Mayor Charles Johnson announced a citizen signed up to speak. David Issac, 2812 Landmark Dr., shared his opinions and recommendations regarding develop- ments in District 5, and affected child care businesses of Baytown. Mr. Issac expressed the im- portance of communication for the residents of Baytown. Council Member Kenrick Griffith took a point of privilege to share the upcoming event "Party at the Peninsula" and encourages residents to attend. 12. EXECUTIVE SESSION At 8:12 P.M., Mayor Charles Johnson recessed and convened in to an Executive Session pursuant to Section 551.071 of the Texas Government Code to seek the advice of the City's Attorney(s) regarding pending and/or contemplated litigation. 551.087 to deliberate the purchase, exchange, lease, or value of real property. 551.074 of the Texas Government Code to discuss personnel matters concerning an extension of line of duty illness under Texas Local Government Code 143.073 for Firefighter Vanessa Chavez.
