A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
AUTHORIZING THE RETIREMENT AND TRANSFER OF POLICE SERVICE DOG
K-9 HERO TO HIS HANDLER, SERGEANT BARRY CALVERT, PURSUANT TO
TEXAS GOVERNMENT CODE CHAPTER 614, SUBCHAPTER L
WHEREAS, K-9 Hero has faithfully and honorably served the City of Baytown and the Baytown
Police Department as a police service dog, assisting in law enforcement operations, officer safety,
apprehension of suspects, detection work, and protection of the public; and
WHEREAS, due to age, health, or length of service, K-9 Hero is no longer suitable for continued
active duty as a law enforcement animal and has been deemed appropriate for retirement by the Baytown
Police Department; and
WHEREAS,pursuant to Texas Government Code Chapter 614, Subchapter L, the governing body
of a political subdivision may enter into a contract for the transfer of a retired law enforcement animal to
an eligible transferee; and
WHEREAS, Sergeant Barry Calvert, as the assigned handler of K-9 Hero, has demonstrated
appropriate care,responsibility, and dedication to the well-being of K-9 Hero throughout his service and is
the preferred and eligible transferee under Texas law; and
WHEREAS,the City Council of the City of Baytown finds that the transfer of K-9 Hero to Sergeant
Barry Calvert is in the best interest of the animal, the Sergeant, and the City of Baytown, and ensures the
continued humane treatment and care of K-9 Hero following retirement; NOW,THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS,THAT:
Section 1. The City Council hereby formally retires Baytown Police Department K-9 Hero
from active law enforcement service, recognizing his faithful and distinguished service to the citizens of
Baytown.
Section 2. Pursuant to Texas Government Code § 614.212, the City Council authorizes the
transfer of ownership of K-9 Hero to his assigned handler, Sergeant Barry Calvert, under a contract of
transfer consistent with state law and City policy.
Section 3. The City Manager or his designee is hereby authorized to execute all necessary
documents and agreements to effectuate the transfer of K-9 Hero to Sergeant Barry Calvert and to take any
further actions necessary to carry out the intent of this Resolution.
Section 4: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
INTRODUCED, READ, and PASSED by the affirmative vote of the City Council of the City of
Baytown this the 14"day of May, 2026.
