OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND
EMERGENCY MEDICAL SERVICES DISTRICT
January 20, 2026
The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Regular Meeting on Tuesday, January 20, 2026, at 4:30
P.M., in the Baytown Conference Room of City Hall, 2401 Market Street, Baytown, Texas with
the following in attendance:

President Barry L. Hawkins convened the January 20, 2026, FCPEMSD Board Regular Meeting
with a quorum present at 4:30 P.M., all members were present with the exception of Director
J amari Gilbert who was absent.
1. CITIZEN COMMENTS
President Barry L. Hawkins announced no citizens signed up to speak.
2. MINUTES
a. Consider approving the minutes of the Baytown Fire Control, Prevention, and
Emergency Medical Services District Special Meeting held on October 21, 2025.
A motion was made by Vice President Mirtha Morales, and seconded by Director Carol
Heathcock to approve the minutes for the month of October, as submitted. The vote was as
follows:
Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Carol
Heathcock, Director Victor Medrano, Director Abraham Carrillo
Nays: None
Other: Director Jamari Gilbert (Absent)

3. PROPOSED RESOLUTIONS

a. Consider a resolution approving the purchase of one (1) MTS Power Load.
Fire Chief Kenneth Dobson provided a summary of the MTS Power Load.
A motion was made by Director Victor Medrano, and seconded by Vice President Mirtha
Morales to approve Resolution No. 122, related to Item 3.a. The vote was as follows:
Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Carol
Heathcock, Director Victor Medrano, Director Abraham Carrillo
Nays: None

RESOLUTION NO. 122
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES
DISTRICT APPROVING THE PAYMENT TO STRYKER SALES, LLC FROM
THE BAYTOWN FIREC CONTROL, PREVENTION, AND EMERGENCY
MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2025-2026 BUDGET FOR
THE PURCHASE OF A MTS POWER LOAD FOR THE FIRE DEPARMENT
IN AN AMOUNT THIRTY-FOUR THOUSAND SEVEN HUNDRED NINETY-
FOUR AND 87/100 DOLLARS ($34,794.87); MAKING OTHER PROVISIONS
RELATED THERTO; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
b. Consider a resolution authorizing the purchase of firefighting bunker gear and
other related fire equipment from Casco Industries, Inc.
Fire Chief Kenneth Dobson stated the cost and items included with this purchase.
A motion was made by Director Victor Medrano, and seconded by Director Carol Heathcock to
approve Resolution No. 123, related to Item 3.a. The vote was as follows:

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES
DISTRICT APPROVING THE PAYMENT TO CASCO INDUSTRIES, INC
THROUGH THE PURCHASING COOPERATIVE BUYBOARD PROGRAM,
CONTRACT #298-23 FROM THE BAYTOWN FIRE CONTROL,
PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S
FISCAL YEAR 2025-2026 BUDGET FOR THE PURCHASE OF
FIREFIGHTING BUNKER GEAR AND OTHER RELATED FIRE
EQUIPMENT FOR THE FIRE DEPARTMENT IN THE AMOUNT OF ONE
HUNDRED TWENTY-THREE THOUSAND THREE HUNDRED AND
NO/100 ($123,300.00); MAKING OTHER PROVISIONS RELATED THERTO;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
c. Consider a resolution amending the Baytown Fire Control, Prevention, and
Emergency Medical Services District's Fiscal Year 2025-26 budget to transfer monies from
Fund Balance to Motor Vehicles (32007020-56800) for the purchase of seven (7) stretchers.
Fire Chief Kenneth Dobson explained the need to replace the current inventory requiring to
transfer funds and provided clarification that the current stretchers will be labeled as out of
service and no longer usable.
A motion was made by Director Victor Medrano, and seconded by Vice President Mirtha
Morales to approve Resolution No. 124, related to Item 4.c. The vote was as follows:
Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Carol
Heathcock, Director Victor Medrano, Director Abraham Carrillo

AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR
2025-2026 BUDGET BY REPORGRAMMING TWO HUNDRED NINETY-
THREE THOUSAND FOUR HUNDRED TWENTY-SIX AND 49/100
DOLLARS ($293, 426/49) FROM FUND BALANCE TO MOTOR VEHICLES
FOR THE PURCHASE OF SEVEN (7) NEW POWERLOAD STRETCHERS;
AND PROVIDING FO RTHE EFFECTIVE DATE THEREOF.

AND 49/100 DOLLARS ($293,426.49); MAKING OTHER PROVISIONS
RELATED THERTO; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
4. BUSINESS ITEMS
a. Consider changing the date and time of the Fire Control Prevention and Emergency
Management Services District's recurring monthly meetings.
Acting Secretary Gabriella Gonzales provided clarification regarding the date for meeting to be
held.
A motion was made by Director Victor Medrano, and seconded by Director Carol Heathcock to
approve meetings for the third Tuesday. The vote was as follows:

30, 2025.
Director of Finance Teresa McKenzie present ed the quarterly financial and investment reports
for September 30, 2025 . (Exhibit A)
6. MANAGER'S REPORT
a. The next Baytown Fire Control, Prevention, and Emergency Medical Services
District meeting is scheduled for Tuesday, April 21, 2026, at 4:30 P.M. in the Baytown
Conference Room located at City Hall, 2401 M arket Street, Baytown, Texas.
Assistant General Manager Caro l Flynt stated th e next meeting would be held on April 21 , 2026
at 4:30 P.M ., in the Baytown Conference Room of the City Ha ll.
7. ADJOURN
With there being no further business to discuss , a motion was made by Vice President Mirtha
Morales and seconded by Director Victor Medrano to adjourn the January 20 , 2026 , Baytown
Fire Control , Prevention and Emergency Medical Services District Regular Meeting at 4 :38 P .M .
The vote was as follows :
