HomeMy WebLinkAbout2025 11 13 FCPEMSD Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT November 13, 2025 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Special Meeting on Thursday, November 13, 2025, at 4:30 P.M., in the Baytown Conference Room of City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Barry L Hawkins President Mirtha Morales Vice President Abraham Carrillo Director Jamari Gilbert Director Larry Hollaway Director Carol Flynt Assistant General Manager Vance Hinds Assistant General Counsel Gabriella Gonzales Acting Secretary President Barry L. Hawkins convened the November 13, 2025, FCPEMSD Board Special Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director Victor Medrano and Director Carol Heathcock who were absent. 1. CITIZEN COMMENTS President Barry L. Hawkins announced no one signed up to speak. 2. ELECTION CANVASS a. Canvass the returns of the Baytown Fire Control, Prevention, and Emergency Medical Services District continuation election held on November 4, 2025. President Barry L. Hawkins stated that the board is now conducting the canvass results of the Baytown Fire Control Prevention and Emergency Medical Services District Continuation Election held on November 4, 2025, and noted that through the Secretary, she was delivering the sealed precinct returns to the members. President Barry L. Hawkins noted that as the canvassing authority, they would prepare a tabulation of the votes for and against Proposition A. (Exhibit A) President Barry L. Hawkins delivered the precinct returns to the Secretary as the general custodian of election records. Mr. Hawkins noted this concluded the canvass of the Election for the Baytown Fire Control, Prevention and Emergency Medical Services District held on November 4, 2025. Consider a resolution declaring the results of the Baytown Fire Control, Prevention, and Emergency Medical Services District continuation election held on November 4, 20250 A motion was made by Abraham Carrillo, and seconded by Vice President Mirtha Morales to approve Resolution No. 120, related to Item 2.b. The vote was as follows: Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Abraham Carrillo, Director Jamari Gilbert, Director Larry Hollaway Nays: None Other: Director Victor Medrano (Absent), Director Carol Heat`hcock (Absent) Approved RESOLUTION NO. 120 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2025-2026 BUDGET BY REPROGRAMMING NINETY-TWO THOUSAND THREE HUNDRED AND NO/100 DOLLARS ($92,300.00) FROM FUND BALANCE TO MACHINERY AND EQUIPMENT FOR THE PURCHASE OF AN ADDITIONAL COMPRESSED AIR FOAM SYSTEM (OAFS) THAT WAS NOT INCLUDED IN THE ORIGINAL QUOTE FOR THE NEW FIRE ENGINE 7; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. PROPOSED RESOLUTIONS a. Consider a resolution authorizing the purchase of two (2) Pierce -Custom Velocity PUC pumpers for the fire department. Fire Chief Kenneth Dobson presented Agenda Item 3.a, and stated these items are currently around 36 months for production. A motion was made by Vice President Mirtha Morales, and seconded by Director Larry Hollaway to approve Resolution No. 121, related to Item 3 .a. The vote was as follows: Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Abraham Carrillo, Director Jamari Gilbert, Director Larry Hollaway Nays: None Other: Director Victor Medrano (Absent), Director Carol Heathcock (Absent) Approved FCPEMSD Board Special Meeting Minutes November 13, 2025 Page 3 of 3 RESOLUTION NO. 121 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT APPROVING THE PAYMENT TO SIDDONS-MARTIN EMERGENCY GROUP,LLC FROM THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICTS DISCAL YEAR 2025-2026 BUDGET FOR THE PURCHASE OF TWO (2) PIERCE -CUSTOM VELOCITY PUC PUMPERS FOR THE FIRE DEPARMENT IN A N AMOUNT NOT TO EXCEED TWO MILLION FIVE HUNDRED AND FIFTY-NINE THOUSAND, SEVEN HUNDRED TWENTY- FOUR AND NO/100 DOLLARS ($2,559,734.00); MAKING OTHER PROVISIONS RELATED THERTO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 4. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, January 20, 2026, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. Assistant General Manager Carol Flynt stated the next meeting would be held on January 20, 2026 in the Baytown Conference Room of the City Hall and wished everyone a good holiday. 5. ADJOURN With there being no further business to discuss, a motion was made by Director Jamari Gilbert and seconded by Director Larry Hollaway to adjourn the November 13, 2025, Baytown Fire Control, Prevention and Emergency Medical Services District Special Meeting at 4:45 P.M.
