OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT
January 13, 2026
The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Tuesday, January 13, 2026, at 4:30 P.M., in the Hullum Conference Room
of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Nicholas Rice convened the January 13, 2026, CCPD Board Regular Meeting with a
quorum present at 4:36 P.M., all members were present.
1. CITIZEN COMMENTS
President Nicholas Rice announced no citizens signed up to speak.
2. MINUTES
a. Consider approving the minutes of the Baytown Crime Control and Prevention
District Special Meeting held on October 14, 2025.
Director Lloyd J. Herrera requested an amendment to reflect himself as the one to motion to
adjourn the meeting.
A motion was made by Director Rikki Wheeler, and seconded by Director Lloyd J. Herrera to
approve the meeting minutes of the Baytown Crime Control and Prevention District Regular
Meeting held on October 14, 2025, to include an amendment. The vote was as follows:
Ayes: President Nicholas Rice, Director Lloyd J. Herrera, Director Loretta White,
Director Rikki Wheeler, Director Charles Eugene Murrell, Director David Start,
Jr.
Nays: None

b. Consider approving the minutes of the Baytown Crime Control and Prevention
District Special Meeting held on November 13, 2025.
A motion was made by Director Charles Eugene Murrell, and seconded by Director Lloyd J.
Herrera to approve the meeting minutes of the Baytown Crime Control and Prevention District
Regular Meeting held on November 13, 2025, as submitted. The vote was as follows:
Ayes: President Nicholas Rice, Director Lloyd J. Herrera, Director Loretta White,
Director Rikki Wheeler, Director Charles Eugene Murrell
Nays: None
Other: Director David Start, Jr, (Abstain)
Approved
3. REPORTS
a. Receive the City of Baytown Investment Policy.
President Nicholas Rice informed the Board this item is not ready and will be pushed to a future
meeting.
b. Receive the Baytown Crime Control and Prevention District Quarterly Financial
and Investment Reports for the Quarter Ending September 30, 2025.
Assistant Director of Finance/Controller Lianette Leon presented an overview of the Quarterly
Financial and Investment Reports. (Exhibit "A")
Director David Start, Jr., requested clarification regarding the interest of $1,304,137 for quarter 4
2025.
C. Receive status reports on crime and safety statistics and programs funded through
the Crime Control Prevention District.
Assistant Chief Steve Dorris provided the status report regarding crime and safety statistics and
programs funded.
Board Members inquired of procedures regarding traffic light work orders and shared their
appreciation for the positive feedback of FLOCK cameras. The members inquired of unmarked
vehicles on order and status reports regarding training services.
President Nicholas Rice acknowledged the report was received.

a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, April 14, 2026, at 4:30 P.M., in the Council Chamber located at City Hall, 2401
Market Street, Baytown, Texas 77520.
General Manager Jason Reynolds presented Item 6.a., and reminded the Board the next Crime
Control and Prevention District meeting will be held on April 14, 2026.
8. ADJOURN
With there being no further business to discuss, a motion was made by Director Lloyd J. Herrera
and seconded by Director Rikki Wheeler to adjourn the January 13, 2026, Baytown Crime
Control and Prevention District Board Regular Meeting at 4:53 P.M. The vote was as follows:
Ayes: President Nicholas Rice, Director Lloyd J. Herrera, Director Loretta White,
Director Rikki Wheeler, Director Charles Eugene Murrell, Director David Start,
Jr.
Nays: None
