MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS
OF THE BAYTOWN AREA WATER AUTHORITY
January 21, 2026
The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Regular
Meeting on January 21, 2026, at 5:00 P.M., in the Baytown Conference Room of the Baytown
City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Brenda Bradley Smith convened the January 21, 2026, BAWA Board Regular Meeting
with a quorum present at 5:01 P.M.,all members were present.
1. CITIZEN COMMENTS
President Brenda Bradley Smith announced no one signed up to speak.
2. PROPOSED RESOLUTIONS
a. Consider a resolution authorizing the purchase of construction services for the
renovation of the Baytown Area Water Authority Administration Building Project from
Buyboard Contractor Brown and Root Industrial Services,LLC.
Public Works and Engineering Assistant Director of Utilities, Sterling Beaver, presented Agenda
Item 2.a. and provided the Board Members with an overview of the agenda items. Mr. Beaver
stated this proposed resolution authorizes the purchase of construction services for the renovation
of the Baytown Area Water Authority ("BAWA") Administration Building Project from Brown
and Root Industrial Services, LLC, and the scope of work includes Americans with Disabilities
Act ("ADA") renovations for compliance purposes, which includes renovations to the interior
men's and women's restrooms, unisex restroom, kitchen, front receptionist desk, and locker
room.
President Brenda Bradley Smith asked if this facility is the old plant off of Thompson Road and
Mr. Beaver confirmed that it is. Additionally, Frank McKay questioned if ADA compliance
items are mandatory to fix and Director of Public Works and Engineering Frank Simoneaux
responded it is mandatory,but that it does not have to be done all at one time; however, we have
to provide a plan to show we are pursuing compliance.

A motion was made by Director David Start, Jr., and seconded by Vice President Frank McKay
III to approve Resolution No. 2026-1,related to Item 2.a. The vote was as follows:

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
AREA WATER AUTHORITY AUTHORIZING PAYMENT IN THE AMOUNT
OF ONE HUNDRED TWENTY-FIVE THOUSAND EIGHT HUNDRED FIFTY
FIVE AND 00:100 DOLLARS ($125,855.00) TO BROWN AND ROOT
INDUSTRIAL SERVICES, LLC FOR THE PURCHASE OF CONSTRUCTION
SERVICES FOR THE RENOVATION OF BAYTOWN AREA WATER
AUTHORITY ADMINISTRATION BUILDING PROJECT THROUGH THE
TEXAS LOCAL GOVERNMENT PURCHASING COOPERATIVE
BUYBOARD), CONTRACT #728-24; MAKING OTHER PROVISIONS
RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
3. REPORTS
a. Receive a report on the status of the Baytown Area Water Authority East
Expansion Project.
Director of Public Works and Engineering Frank Simoneaux presented the status report for the
Baytown Area Water Authority East Plant Expansion Project. (Exhibit A)
b. Receive the Baytown Area Water Authority's Annual Financial Report for the fiscal
year ended September 30,2025.
This item was pulled and no action was taken.
c. Receive the Baytown Area Water Authority Quarterly Financial and Investment
Reports for the Quarter Ending September 30, 2025.
Director of Finance Teresa McKenzie presented the Quarterly Financial and Investment Report
to the Board for quarter ending September 30, 2025, and the Board considered the report as
received. (Exhibit B)

a. The next Baytown Area Water Authority meeting is scheduled for Wednesday,
February 11, 2026, at 5:00 p.m., in the Council Chamber located at City Hall, 2401 Market
Street,Baytown,Texas 77520.
Assistant General Manager Brant Gary reminded Board Members of their next Baytown Area
Water Authority meeting, which is scheduled for Wednesday, February 11, 2026, at 5:00 P.M.
Additionally, Mr. Gary announced the upcoming retirement of Director of Public Works and
Engineering, Mr. Frank Simoneaux, and praised him for his years of service to the City of
Baytown and to the Baytown Area Water Authority.
5. ADJOURN
A motion was made by Director David Start, Jr., and seconded by Director Alyssa Linares to
adjourn the January 21, 2026 Baytown Area Water Authority Board Regular Meeting at 5:23
P.M. The vote was as follows:
