AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
AUTHORIZING PAYMENT TO WRIGHT NATIONAL FLOOD INSURANCE
COMPANY FOR FLOOD INSURANCE PREMIUMS FOR CITY FACILITIES IN AN
AMOUNT NOT TO EXCEED ONE -HUNDRED THOUSAND DOLLARS
($100,000.00); AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.

WHEREAS, The City maintains flood insurance coverage for certain City -owned facilities through
the National Flood Insurance Program (NFIP); and
WHEREAS payment of flood insurance premiums is a recurring operational expense necessary to
maintain coverage and protect high flood risk City properties from flood -related losses; and
WHEREAS, only a limited number of carriers are authorized to sell and manage NFIP policies;
and
WHEREAS, these carriers have access to the same terms and rates and there is no competitive
advantage given to any of the carriers; and
WHEREAS, unlike other lines of coverages where the City can market for better coverage or
pricing, NFIP coverage is standardized by the federal government and, therefore, there is not variance
among the carriers. NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown, Texas, hereby authorizes payment of
an amount not to exceed ONE -HUNDRED THOUSAND DOLLARS ($100,000.00) to Wright National
Flood Insurance Company for flood insurance premiums for city facilities.
Section 2: That pursuant to the provisions of Texas Local Government Code Annotated
§252.048, the City Manager is hereby granted general authority to approve any change order involving a
decrease or an increase in costs of FIFTY THOUSAND AND NO/100 DOLLARS ($50,000.00) or less,
provided that the original contract price may not be increased by more than twenty-five percent (25%) or
decreased by more than twenty-five percent (25%) without the consent of the contractor to such decrease.
Section 3: This ordinance shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
