A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
APPOINTING MICHAEL GARNER PRESIDING JUDGE OF THE MUNICIPAL
COURT OF RECORD IN THE CITY OF BAYTOWN, TEXAS; AND PROVIDING FOR
THE EFFECTIVE DATE THEREOF.

WHEREAS, Section 25 of the Charter and Chapter 60 of the Code of Ordinances of the City of
Baytown, Texas provide that the City Council of the City of Baytown shall appoint a Judge of the
Municipal Court of Record in the City of Baytown, Texas to serve a term of two (2) years commencing
February first of every even -numbered year; and
WHEREAS, on October 23, 2025, upon the announcement of the Presiding Judge of her
retirement, the City Council of the City of Baytown passed Resolution No. 3401 establishing the
Municipal Judge Search and Hiring Ad Hoc Committee; and
WHEREAS, the Committee interviewed candidates and made recommendations to City Council;
and
WHEREAS, the City Council considered the recommendations of the Committee and conducted
interviews of the finalists. NOW, THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown hereby appoints Michael Garner to
serve as Presiding Judge of the Municipal Court of Record in the City of Baytown, Texas ("Municipal
Court") for the unexpired two (2) year period commencing February 1, 2026 and ending January 31, 2028.
Section 2: This resolution shall take effect March 2, 2026.
