A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
DESIGNATING TWO (2) AUTHORIZED SIGNATORIES FOR CONTRACTUAL
AND ENVIRONMENTAL DOCUMENTS AND FOUR (4) AUTHORIZED
SIGNATORIES FOR FINANCIAL DOCUMENTS FOR ALL COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) DISASTER RECOVERY AND
DISASTER MITIGATION GRANT PROGRAMS AND AWARDS AS REQUIRED BY
THE TEXAS GENERAL LAND OFFICE AS LISTED IN THE
DEPOSITORY/AUTHORIZED SIGNATORIES DESIGNATION FORM.
WHEREAS, it is necessary to appoint persons to execute contractual and financial documents from
the Texas General Land Office, and;
WHEREAS, an original signed copy of the Depository/Authorized Signatories Designation Form
is to be submitted with a copy of this Resolution, and;
WHEREAS, the City of Baytown, Texas acknowledges that in the event that an authorized
signatory of the City changes, the City Manager must provide the Texas General Land Office with a revised
Depository/Authorized Signatories Designation Form; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: The City of Baytown, Texas has received funding from the Texas General Land
Office's Community Development Block Grant Disaster Recovery, Disaster Mitigation and Disaster
Recovery Reallocation Programs for multiple projects including three (3) Drainage Improvement projects
at Julie Ann Villa/Lincoln Cedars (-C310); Texas Avenue (-D258); West Baytown (-F339) as well as three
Improvements Projects at the East District Waste Water Treatment Plant (-D240), the Market Street
Corridor (-F340) and Oak Leaf Street plus four lift stations: Abbe, Dykes, Staples and Cedar Landing (-
E765), and;
Section2: The City Manager and Assistant City Manager are authorized to execute contractual
documents, environmental review documents, and to certify to environmental clearance matters between
the Texas General Land Office and the City of Baytown, Texas for each of the above -named Programs,
Texas General Land Office, Contract Numbers 20-065-113-C310, 22-082-020-D258, 25-143-003-F339,
22-085-012-D240, 25-143-004-F340, and 24-065-089-E765.
Section 3: The Director of Finance, the Assistant Director of Finance, the Assistant City Manager,
and the Assistant Director of Public Works and Engineering are authorized to execute all financial
documents required for requesting funds approved for each of the above -named Programs: DR, MIT,
DRRP, Texas General Land Office, Contract Numbers 20-065-113-C310, 22-082-020-D258, 25-143-003-
F339, 22-085-012-D240, 25-143-004-F340, and 24-065-089-E765.
Section 4: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the City of
Baytown this the 26th day of February, 2026.
