The City Council of the City of Baytown,Texas,met in a Special Meeting on Wednesday,January
14, 2026, at 3:45 P.M. in the Council Chamber of Baytown City Hall, 2401 Market Street,
Baytown,Texas,with the following in attendance:
Jacob Powell Mayor Pro Tern
Laura Alvarado Council Member
Sarah Graham Council Member
Kenrick Griffith Council Member
James Franco Council Member
Mike Lester Council Member
Charles Johnson Mayor
Joey Lopez Acting City Manager
Kristin Holmes Assistant City Attorney
Gabriella Gonzales Assistant City Clerk
Mayor Charles Johnson convened the January 14, 2026 City Council Special Work Session with
a quorum present at 3:52 P.M. All members were present.
1. CITIZEN COMMENTS
Mayor Charles Johnson announced no citizens signed up to speak.
2. EXECUTIVE SESSION
a. Recess into and conduct an executive session pursuant to Section 551.074 of the Texas
Government Code to discuss personnel matters regarding the Municipal Court Judge and
conduct interviews.
At 3:52 P.M.,Mayor Charles Johnson recessed and convened in to an Executive Session pursuant
to Texas Government Code Sections 551.074 to discuss personnel matters regarding the Municipal
Court Judge and conduct interviews.
At 6:46 P.M., Mayor Charles Johnson reconvened the meeting and announced that, in accordance
with Section 551.102 of the Texas Government Code, no action was taken in the Executive
Session.
