2025 10 21 FCPEMSD Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT October 21, 2025 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Special Meeting on Tuesday, October 21, 2025, at 4:30 P.M., in the Conference Room of the Public Safety Building, 3200 North Main Street, Baytown, Texas with the following in attendance: Barry L Hawkins President Mirtha Morales Vice President Carol Heathcock Director Abraham Carrillo Director Jamari Gilbert Director Brant Gary Assistant General Manager Vance Hinds Assistant General Counsel Gabriella Gonzales Acting Secretary President Barry L. Hawkins convened the October 21, 2025, FCPEMSD Board Special Meeting with a quorum present at 4:31 P.M., all members were present with the exception of Directors Larry Hollaway and Victor Medrano who were absent. 1. CITIZEN COMMENTS President Barry L. Hawkins announced no one signed up to speak. 2. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on June 17, 2025. A motion was made by Vice President Mirtha Morales, and seconded by Director Jamari Gilbert to approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on June 17, 2025, as submitted. The vote was as follows: Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Carol Heathcock, Director Abraham Carrillo, Director Jamari Gilbert Nays: None Other: Director Victor Medrano (Absent), Director Larry Hollaway (Absent) Approved FCPEMSD Board Special Meeting Minutes October 21, 2025 Page 2 of 5 b. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on July 8, 2025. A motion was made by Director Abraham Carrillo, and seconded by Vice President Mirtha Morales to approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on July 8, 2025, as submitted. The vote was as follows: Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Carol Heathcock, Director Abraham Carrillo, Director Jamari Gilbert Nays: None Other: Director Victor Medrano (Absent), Director Larry Hollaway (Absent) Approved 3. PROPOSED RESOLUTIONS a. Consider a resolution amending the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2025-26 budget to transfer monies from Fund Balance to Machinery and Equipment (32007020-56800) for the change order of the new Engine 7. Fire Chief Kenneth Dobson presented Agenda Item 3.a, and stated this proposed resolution amends the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2025-26 budget by transferring $92,300.00 from Fund Balance to Machinery and Equipment (32007020-56800). Chief Dobson further noted Engine Trucks are ordered two years in advance and they take six months to build, and technology changes in between time frame; therefore, as the date gets closer to build date they may have changes that need to be added in include technology not in existence at the time of order. As such this transfer will fund a change order for new Engine 7, which covers the addition of a Compressed Air Foam System (OAFS) that was not included in the original quote. A motion was made by Director Abraham Carrillo, and seconded by Director Jamari Gilbert to approve Resolution No. 119, related to Item 3.a. The vote was as follows: Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Carol Heathcock, Director Abraham Carrillo, Director Jamari Gilbert Nays: None Other: Director Victor Medrano (Absent), Director Larry Hollaway (Absent) Approved FCPEMSD Board Special Meeting Minutes October 21, 2025 Page 3 of 5 RESOLUTION NO. 119 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2025-2026 BUDGET BY REPROGRAMMING NINETY-TWO THOUSAND THREE HUNDRED AND NO/100 DOLLARS ($92,300.00) FROM FUND BALANCE TO MACHINERY AND EQUIPMENT FOR THE PURCHASE OF AN ADDITIONAL COMPRESSED AIR FOAM SYSTEM (OAFS) THAT WAS NOT INCLUDED IN THE ORIGINAL QUOTE FOR THE NEW FIRE ENGINE 7; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 4. BUSINESS ITEMS a. Consider the election of officers for President and Vice President and the appointment of Secretary. Acting Secretary Gabriella Gonzales presented agenda item 4.a. and stating this item is to consider the election of officers for President, Vice President, and the appointment of Secretary. She stated that the newly elected officials, and appointee, will serve a one (1) year term which will begin immediately and end on August 31, 2026. Furthermore, she stated the current officers were as follows: Barry L. Hawkins, President; Mirtha Morales, Vice President; and the City Clerk, Secretary, and a motion can be made to change, or keep the current slate of officers. A motion was made by Vice President Mirtha Morales, and seconded by Director Abraham Carrillo approving for the current officers to remain the same for another term as follows: Berry L. Hawkins, President; Mirtha Morales, Vice President; and the City Clerk as Secretary. The vote was as follows: Ayes: President Barry L Hawkins, Vice President Mirtha Morales, Director Carol Heathcock, Director Abraham Carrillo, Director Jamari Gilbert Nays: None Other: Director Victor Medrano (Absent), Director Larry Hollaway (Absent) Approved b. Consider changing the date and time of the Fire Control Prevention and Emergency Management Services District's recurring monthly meetings. President Berry L. Hawkins stated currently the Board meets quarterly on the 2nd Tuesday of the month at 4:30 P.M. and based on this schedule the regular quarterly meetings would be held in the months of January, April, July and October, with a Special meeting held in June to accommodate the budget timeline. FCPEMSD Board Special Meeting Minutes October 21, 2025 Page 4 of 5 Assistant General Manager Brant Gary further provided context on the agenda item and stated this item is before the Board in case the Board has a conflict with the dates/time of the meetings, and if so they may make a motion to change the meeting dates and/or time. All Directors agreed the current meeting schedule and time of 4:30 P.M. works for them. A motion was made by Vice President Mirtha Morales, and seconded by Director Jamari Gilbert to keep the current meeting schedule of quarterly on the 2nd Tuesday of the month at 4:30 P.M. REPORTS a. Receive the Baytown Fire Control Prevention and Emergency Medical Service District's Quarterly Financial and Investments Reports for the Quarter Ending June 30, 2025. Assistant Finance Director/Controller Lianette Leon presented the Baytown Fire Control Prevention and Emergency Medical Service District's Quarterly Financial and Investment Reports for the Third Quarter ending June 30, 2025. (Exhibit "A") President Barry L. Hawkins acknowledged the report received. President Barry L. Hawkins announced he will be taking Agenda Item 6.a. out of order and he will proceed to the Managers Report, Agenda Item Ta. 6. EXECUTIVE SESSION a. Recess into and conduct an executive session pursuant to Texas Government Code 551.071 to consult with legal counsel regarding economic development programs related to sales tax collections within the City's Fire Control, Prevention & Emergency Services District. At 4:41 P.M., President Barry L. Hawkins recessed into and conducted an Executive Session pursuant to Section 551.071 of the Texas Government Code to consult with legal counsel regarding economic development programs related to sales tax collections within the City's Fire Control, Prevention & Emergency Services District. At 4:47 P.M., President Barry L. Hawkins reconvened the Open Meeting of the Baytown Fire Control, Prevention and Emergency Medical Services District (FCPEMSD) Special Meeting and announced in accordance with Section 551.102 of the Texas Open Meetings Act, no action was taken in the Executive Session. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, January 20, 2026, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. Assistant General Manager Brant Gary reported their next meeting is scheduled for Tuesday, January 20, 2026, at 4:30 P.M., in the Baytown Conference Room located at City Hall. President Barry L. Hawkins returned to the Executive Session portion of the agenda, Agenda Item 6.a. 8. TOUR a. The Fire Control, Prevention, and Emergency Medical Services District Board will participate in a tour of the Public Safety Building. Assistant Fire Chief Ryan Tucker provided a tour of the Public Safety Building. 9. ADJOURN With there being no further business to discuss, a motion was made by Director Jamari Gilbert and seconded by Vice President Mirtha Morales to adjourn the October 21, 2025, Baytown Fire Control, Prevention and Emergency Medical Services District Special Meeting at 5:09 P.M.
